DESCRIPTION
DESCRIPTION The project aims at reforming public financial management in Vietnam, where it is intended to strengthen ongoing reform processes for medium-term financial planning/budgeting, tax policy and tax administration while also helping to develop strategic options for future reforms that can make public financial management more sustainable, effective and socially responsible. This includes services that deal with innovative approaches to managing public finances and with intergovernmental fiscal relations (especially allocations at sub-national level). Vietnamese Pool Manager's tasks For this project, the Vietnamese Pool Manager will manage a large pool of international and national short-term experts (12-14 experts) in the period of April 2019 to September 2022. To ensure that the pool of short-term experts is deployed in a way designed to achieve results, the manager must integrate him/herself in the team and work in line with the overall programme strategy. The pool manager will: take part in meetings with partners and be involved in developing and monitoring the joint work plans of GIZ and relevant partner institutions (e.g. MoF, tax authorities); conduct needs analyses, draft strategy papers, devise ToRs, commission skilled experts and manage the tasks assigned to them, including preparing for kick-off and check-up meetings as required by the partner institutions; also be responsible for working closely with the programme's advisers and the partners on the design and delivery of training measures. Vietnamese Pool Manager's qualifications and skills * Education: university degree (MA or other Master's degree or comparable qualification) in economics, administration or public finances * Language skills: fluent Vietnamese and English General professional experience * ten years' professional experience, including five as an employee of and/or adviser to the Ministry of Finance * three years' experience in reforming public finance together with the Vietnamese government * three years' experience in development cooperation projects Specific professional experience * experience in advising on public-sector reform * knowledge of public finances in Vietnam (expert knowledge of the workings of the tax system, tax policy, budget planning, preparation and implementation) * knowledge of human capacity development knowledge of capacity development strategies/approaches * very good written and spoken communication skills Leadership experience/ management * three years' management experience in projects or as a manager in a company
