DESCRIPTION
Key Expert 1 (Category 1): Water Desalination Expert - Team Leader (min. 67 working days) Global objective: The global objective of this study is to contribute towards an efficient and sustainable water supply for Egypt by securing new non-conventional resources, especially desalination. The global objective of the assignment is to support the preparation of an investment project or programme which could be funded by EU and/or any other International Financial Institution (IFI) through loans and/or grants. Education and skills At least one member of the team should have a Master degree academic level and 12 years of general professional experience in a field relevant to the sector (Economics, Public Finance, or Business administration). In the absence of a Master's Degree, an additional 3 years of general experience with a Bachelor's Degree in the same field; The other team member should have a Master degree academic level and 12 years of general professional experience in a field relevant to the sector (Civil Engineering or Environmental Engineering). In the absence of a Master's Degree, an additional 3 years of general experience with a Bachelor's Degree in the same field; Fluency in written and spoken English is mandatory; Fluency in written and spoken Arabic is an asset. General professional experience At least one member of the team should have proven experience of at least 12 years in sea water desalination processes and systems; Proven experience of at least 12 years of experience in in the water desalination technologies, carrying out due diligence of most suitable solution for desalination of seawater, desalination strategies, improvement/expansion of water accessibility from desalinated water resources, and quality of provided services; At least one member of the team should have proven experience of at least 12 years of experience in working as an economist in investment projects; of which at least 3 years shall be experience in projects in the environmental sector in assessing and environmentally appraising water and/or water-related projects; At least one member of the team should have proven experience as Team Leader on at least 3 projects in the last 10 years; At least one member of the team should have proven experience of at least 12 years in potable Water sector, including 6 years working with water utilities Specific professional experience At least one member of the team should have proven experience of at least 6 years of experience related to the preparation and/or review of different treatment technologies (reverse osmosis, finite element…etc.) and techniques, assessments on quality of desalinated water, water re-cycling and/or other relevant sub-area; Proven experience of at least 6 years of working experience in working with Government officials in countries in the MENA region; Proven experience of at least 6 years of experience in Hydraulic modelling using WaterCAD/Water Gems software; At least one member of the team should have proven experience of at least 6 years of experience in working as financial economist in the implementation of infrastructure projects, project-based financial modelling, financial due diligence benefit-cost analysis, and/or impact & monitoring analysis; Proven experience of at least in preparing feasibility studies determining NPV of investment costs and setting tariffs in the water / wastewater sector for at least one Programme funded by EU or another European Financing Institution; Demonstrated expertise in at least three (3) projects in the last 10 years (2008 onwards) designing/implementing PPP infrastructure projects, project-based financial modelling, financial due diligence benefit-cost analysis, and impact & monitoring analysis; Proven experience in conducting at least 2 Feasibility Studies in the water sector in the last 5 years (2013 onwards). Location: The location of the assignment will be Egypt (Alexandria, and Cairo). The experts are expected to hold briefing and debriefing meetings per mission at the EU Delegation premises, workshops in Cairo.
