DESCRIPTION
Project: Assessment of availability, appropriateness and quality of data from the Belize Health Information System (BHIS), design of actions to upgrade and expand the system and elaboration of complete tender dossiers Global objective: To assist the Government of Belize and the European Union in implementing the second specific objective of the Health Support Programme Belize: "Strengthen the Health information system in collaboration with an organized surveillance system". Specific objective(s): Elaborate complete European Union standard tender dossiers for the services and supplies required for upgrading and expanding the Belize Health Information System (BHIS), training for surveillance and data system, and development of a Cancer Registry. Requested services: In close collaboration with the BHIS technical unit in the Ministry of Health (MoH), the Epidemiology Unit and the National Authorising Office (NAO), relevant health facilities, IT providers, regional and district surveillance teams and other stakeholders, the Consultant will conduct three (3) phases: Phase 1: Assessment and recommendations (in-country) Phase 2: Detailed Design and Specifications (home-based) Phase 3: Tender Procedure Required outputs: 1- An Assessment Report with documented findings, analysis, business process mapping, cost estimate and implementation plans including timeline. 2 - A comprehensive Technical Specification Report for the selected option and alternate with detailed TA and IT requirements (training, software, hardware) and system design. 3 - Complete tender dossier(s) for: IT supplies, consisting in hardware requirements and software development, for the upgrade and expansion of the BHIS. Technical assistance services, to install and operate the upgraded BHIS and facilitate its expansion to health facilities, including a comprehensive Training Plan for the central BHIS unit and remote users of the BHIS. 4 - A final mission report including the clarifications and observations during the tender procedure(s) and recommendations for the implementation phase of the new BHIS, Field Epidemiology Training Program, ICD-11 implementation and Cancer Registry. Language of the Specific Contract: English LOCATION AND DURATION Indicative starting date: November 2018 Foreseen finishing period or duration: The Consultant will provide a total of 70 working days within a period not exceeding 12 months calculated from the starting date of the contract: Belmopan (Belize): 40 working days Home base: 30 working days. QUALIFICATION Academic Education: At least Master's Degree (University degree) in Computer Science, Information Technology, Management/Networks of Information of Systems, or related fields. In the alternative, Bachelors level (University Degree) in these fields with at least 8 years professional working experience in health information systems in addition to the general professional experience set below. General Professional Experience: Minimum of 12 years working experience in the Information Technology field; Experience in Information Systems related to the health sector, including hardware and software components; Experience in developing Information System user requirements; Experience in reading and interpreting Business Process Mapping and converting same to functional system requirement; Experience in defining and/or setting up advanced and modern training plans / modules for managers, technicians and end-users of the system; Experience in supervising and coordinating different participants / entities at the different stages of the design and implementation of IT projects. Specific Professional Experience: Minimum of 6 years working experience (not necessarily continuous) in the Health sector Extensive knowledge in designing and/or supervising IT infrastructure; Good knowledge of training needs of these systems, at different user levels and over longer periods; Participation in projects in developing countries; Experience in the drafting of technical specifications and developing quantities and cost estimates; Experience in the use of EU/EDF contracting modalities and tender templates; Experience in software development for complex IT networks is an added value; Experience in English speaking Caribbean countries is considered an additional advantage. Language skills: The expert must be proficient in English.
