DESCRIPTION
PROJECT CATEGORIES: Public administration, Social inclusion and protection, poverty PROJECT DESCRIPTION: The project will support the reform of social services with attention given to community based social services to allow persons with disabilities and other residential service users to leave residential institutions and live in the community with appropriate support. The activity should primarily support building the capacities of the staff in the relevant institutions at central and local level in managing the transition towards deinstitutionalization and decentralisation of the social assistance system. It should support non-institutional and alternative community based care and access to mainstream services (education, health care, housing, transportation, etc.). This involves intensive technical assistance, coaching and guiding support covering the whole process of deinstitutionalisation and social service reform from conceptualisation and implementation to monitoring and evaluation of the results. QUALIFICATIONS: Qualifications and skills: - A Master's Degree in social science, or in the absence of Master's degree or an equivalent professional experience of 3 years above the general professional experience; - Excellent English communication skills, both oral and written. General professional experience: - Minimum of 10 years of general professional experience in the field of social services management; - At least 5 years of overall public administration experience in social service sector; - Experience in assessment, development, coordination, implementation and monitoring of strategies for social protection and inclusion. Specific professional experience: - A minimum of 3 years' experience in capacity-building support to public administration in an EU member state(s) in the field of social policy development; - Experience in at least one European Social Fund (ESF) project in the field of social services; - Experience as Team Leader in at least one long-term project of at least 12 months duration in the social sector related to de-institutionalisation or community based social services of disadvantaged groups; OTHER IMPORTANT INFORMATION: Only shortlisted candidates will be contacted.
