| Senior SPSP/budget support Expert 1 - Team Leader Duration of assignment: 60 w/d Qualifications: Minimum Qualification and skills • Masters Degree/Academic level or equivalent professional experience (at least 8 years) related to Economics or Public Finance or other relevant degree or equivalent professional experience • Communication and leadership skills to manage a team composed of expatriate and local specialists • Ability to ensure good communication and co-ordination with Project Partner, Contracting authority and other local partners and stakeholders • Excellent writing and communication skills • Fluent in written and spoken English • PC literacy General professional experience At least 8 years experience in the area relevant to the assignment Specific professional experience • Extensive experience (at least 5 years) from both short and long term assignments as adviser or team leader in assistance programmes • Experience as team leader in at least one international assistance project • Proven experience of review of EU funded budget support program (the contractor will provide EU as part of the offer one Aide Memoire written by the expert related to a review of an EU funded budget support programme conducted in the period between 2006 – 2010) • Experience in advising on budget support programmes targeting VET sector reforms would be a strong asset Senior VET Expert Duration of assignment: 55 w/d Qualifications: Minimum Qualification and skills • Appropriate academic qualifications related to VET (MA or equivalent) • Skills to ensure good communication with the government and other stakeholders of the relevant field and in general good intercultural communication skills; • Experience in evaluation and monitoring the VET reform projects and programmes • Excellent command of spoken and written English. • PC literacy General professional experience At least 8 years experience in the area relevant to the assignment Specific Professional experience • Extensive experience also have at least 5 years extensive experience in project monitoring, including experience in the reform of the VET sector based on European approaches; • Experience in human capital development through VET; Broad experience in supervision, organisational and contractual issues in technical assistance projects. At least 5 years of experience in project management of technical assistance projects in NIS and/or CEEC accession countries, and New Member Countries or ENP East Countries  Working language English is a working language for this assignment. | |
