DESCRIPTION

 

DESCRIPTION OF THE ASSIGNMENT

 

· The global objective of the assignment is to contribute to the effective and efficient implementation of the Public Finance Management and Public Administration Strategies by the key stakeholders and ultimately to contribute to the achievement of the socio economic objectives set in the National Development and Poverty Reduction Strategies

· The specific objectives of the assignment are to increase the effectiveness and the sustainability of the EC PFM related projects (seen as a programme) towards the PFM reform strategy 2008/2018 and its action plan (de facto strengthening the PFM building block of the SPSP)

· Requested services.

Effectiveness: The key question is what difference the EC PFM/PA projects (programmatic approach) made in practice as measured by how far the beneficiaries (MoF, MoEDT and other stakeholders) really benefited from the 'services' the projects made available in the implementation of the PFM and Public Administration reform strategies.

The analysis should focus on whether the planned benefits have been delivered and received, whether behavioural patterns have changed in the beneficiary organisations and how far the changed institutional arrangements and characteristics have produced the planned improvements.

Sustainability: the key question relates to whether the positive outcomes of the projects are likely to continue after external funding (EC) ends.

The analysis should focus on the following aspects: ownership of objectives and achievements, policy support and responsibility of the beneficiary institutions, institutional capacity (degree of commitment of all parties involved, how the projects are embedded in local structures, how far good relations with existing institutions are established, whether the "institution" appears likely to be capable of continuing the flow of benefits should the funding end, whether the counterparts are prepared for taking over.

The analysis will have to take into account the socio-cultural factors, whether it respects local power-structure, status systems and beliefs and if it seeks to change any of those how well accepted are the changes or how to make the changes acceptable by the institution? The quality of relations between the projects staff and the institutions will also have to be assessed.

The consultants will have to take into account in their analysis (the outside the box factors) the political economy in the country, the overall institutional and political environment as well as the importance of the informal rules on the design and implementation of strategies and policies.

The consultants will have to meet with the various stakeholders, beneficiary institutions, line ministries, and donors agencies involved in the PFM/PS area (the EU Delegation will assist the consultants in organising these meetings).

Based on their analysis, the consultants will have to provide the EU Delegation an opinion on the consistency and coherence of the EC PFM related projects as well as a set of recommendations oriented into two directions: (1) how to improve the EC PFM programmatic approach towards the realisation of PFM reform strategy's objectives and (2) how to improve the EC PFM programmatic approach towards the strengthening of the 'PFM building block' of the Support Policy Sector

Programme.

· Required outputs.

- A detailed report on the elements here above described including recommendations for the future orientations of the EC PFM programmatic approach.

- At the end assignment, the consultants will organize a workshop (half a day) with the EC PFM technical advisers and the Ministry of Finance on the outcomes of the evaluation and recommendations for the future.

- Technical contribution to the annual EU DEL PFM Note.

 

EXPERTS PROFILE or EXPERTISE REQUIRED

 

· Number of requested experts per category and number of man-days per expert or per category

Two (2) experts are requested to carry out this assignment

- One expert (Senior) for 20 working days

- One expert (Junior) for 12 working days

· Profile per expert or expertise required:

 

(1) Team Leader: Senior Expert: Public Finance Management Specialist:

 

- The expert should have education at least up to Master degree in economics, Public Policy and Management or related field.

- A minimum of 10 years professional experience in related area.

- Proven previous experience in Public Finance Management, Public Sector Reforms and institutional strengthening and capacity development reforms.

- Experience in working with high level ministerial staff and experience as a team leader, preferably in EC financed projects.

Working language(s): The expert should be fluent in writing and speaking English, Russian would be considered as an asset.

 

(1) Junior PFM expert:

 

- Relevant education (at least BA level) in Public Finance Management and or Accounting

- Minimum 3 years professional experience in PFM reforms implementation; working experience in Tajikistan. Experience in countries with similar PFM environment would be an advantage.

- Experience in working with ministerial staff;

- Experience in implementation of budgetary support programme in transition economies would be an advantage.

Working language(s)

The expert should be fluent in writing and speaking Russian and English. Tajik language would be considered as an asset.

 

LOCATION AND DURATION

· Starting period: Beginning of March 2010

· Planning:

- A mission of 12 working days will take place in March 2010, preferably during the first two weeks of March 2010

- Eight working days will be used by the Team Leader in his country of origin to prepare the mission (reading, analysing, assessment relevant documents such as Terms or reference, progress reports, etc.) and to finalise the mission final report.

· Location of assignment: The project activities will take place in Dushanbe, Tajikistan.
