| Job position: Expert in dairy sector Project period: 01/03/2010 - 07/2010 Duration of assignment: 40 w/d for each Expert Project description: Milk production in Serbia is one of the most important agricultural sectors, and it is intended to be the backbone of agriculture and rural development of the country also in the future. The significance of this sector is reflected in the fact that milk production is: - Among the sectors with the highest value of primary production of over EUR 500 million per year, which is additionally significantly increased by processing - A sector that includes over 280,000 producers contributing significantly to the rural development of Serbia - A sector that is important, due to a significant consumption in terms of quantity and nutrition to the benefit of the health of the population - A sector that is the most demanding regarding the standards that must be met during the EU accession and therefore may be one of the greatest obstacles to the accession of Serbian agriculture to the CAP - A sector in which Serbia has significant potential for further development However, the dairy sector has several structural problems and reforms are needed in order to overcome the weak links in the value chains, increase the competitiveness and make it possible for the sector to achieve a sustainable growth. The overall objective of the assignment is to contribute to the preparation of the IPARD programme for the Ministry of Agriculture, Forestry and Water Management (MAFWM), Republic of Serbia. The specific objectives of this assignment are: (a) The preparation of a sector study for the dairy sector in Serbia in compliance with the regulatory frameworks set by the acquis communautaire and the Common Agriculture Policy, CAP. (b) The formulation of observations, findings and recommendations for IPARD implementation in the Republic of Serbia. Job description: The assignment will - as its primary output - produce a sector study report of the dairy sector in Serbia in compliance with the general report outline included in annex to this ToR. It should be stressed that the annex only represents a general reference, and that the individual sector study must reflect its own context and, if needed, include amendments to the general report outline. However, in order to fulfil the assignment the consultant must follow the report outline and focus his activities on the issues included in this outline. His work will be coordinated with the MAFWM and with the international consultant contracted by the Food and Agriculture Organization of the UN (FAO) in order to ensure that the output complies with requirements and standards of other sector studies launched by the MAFWM as part of IPARD preparations. The consultant may use the data collection methods he finds appropriate, including desk research, field work (statistical analyses, stakeholder interviews, case studies, SWOT analyses, stakeholder consultations and any other relevant technique deemed relevant) and reporting. However, it is important to stress that stakeholder involvement through seminars and workshops is expected, that the issues of the study will be discussed thoroughly with all relevant stakeholders within the sector, and that the contributions from the stakeholders will contribute to ownership and commitment providing expectations of good results of the IPARD programme when implemented. Qualifications: General skills and competences for all experts (Senior experts): - Completed education up to Masters Degree Academic level in agriculture and/or economy (or equivalent professional experience of 5 years above the general professional experience fixed hereafter). - Minimum 10 years experience working with the agriculture sector. - Excellent command of English, including excellent report writing skills. - Profound knowledge of programme and policy formulation techniques. - Full familiarity with the EU standards and requirements related to the CAP and the acquis communautaire. - Proven familiarity with the requirements of the pre-accession assistance under IPARD will be considered as an asset. - Proven familiarity with EU's enlargement policy in Southeast European countries will be an asset. - Experience in developing a similar sector study in SAPARD/IPARD countries will be considered as an asset. - Ability to draft independent and objective analysis and express independent and objective judgement on the sector. Specific dairy sector skills and competences: - Full familiarity with Good Farming Practices and all EU regulation included in the acquis related to the livestock (dairy) sector. - Full familiarity with animal breeding, feeding and milk production techniques. - Full familiarity with various types of dairy farming (small scale and large scale farming) and producer groups and organizations. - Full familiarity with milk processing technologies and practices including quality control and production management systems such as ISO and HACCP. - Knowledge of the role of extension services and R&D in sector development. - Expertise of the Serbian dairy sector will be considered as an asset. - Ability to draft independent and objective analysis and express independent and objective judgement on the sector. Other important information: Maximum 5 Senior experts for a minimum of 162 working days to undertake the tasks and deliver the outputs. Civil servants and other staff of the public administration of the beneficiary country cannot be recruited as experts. | |
