| DESCRIPTION | |
| Brief description: The project consists in the provision of technical assistance: a Team Leader - Organisation development expert (880 WD) and an ICT expert (880 WD) who will provide (a) management of the overall implementation of the Project (b) ensure the coordination of the Project with the overall CDP programme and other donors' activities which support this and (c) implement certain activities directly. They will be assisted by other experts (2 105 WD) to fulfil the results given below. The aim is to develop capacity within NPCS to provide quality products and timely service delivery in order to strengthen the institution in its contribution to the realisation of national development goals. It will be organised around 4 areas: * Area 1: Improving Service and Product Delivery. * Area 2: Improving Staff Competencies. * Area 3: Improving the Working Environment. * Area 4: Improving Management and Leadership. Position 1: Team Leader Duration of the assignment: 880 work days over 48 months Requirements: Qualifications and skills: The candidate should have a University degree in Public Administration, Master or PhD (a lower degree could be compensated by longer relevant professional experience), or equivalent professional qualifications, skills and experience At least 5, but preferably 10, years relevant experience working in the domain of human resource management, capacity building, change management and performance management systems, combined with strong skills in organisational human resource development and training Fluent in the English language General professional experience: Strong interpersonal and team-building skills. Proven ability to facilitate strategic processes in a multicultural environment Knowledge of EDF and/or Budget contractual and financial procedures involvement in setting up or using MSI or equivalent Specific professional experience: Proven management and planning skills Experience of working within Government institutions, institutional strengthening with special emphasis on aid coordination Ability to guide and pilot new processes in the area of capacity building and performance management Experience in supporting the National (or Regional) Planning organisations or Authorising Officer (NAO RAO), or of work in a similar structure Experience in training and workshop facilitation. Position 2: Information Communications Technology Expert and Deputy Team Leader Duration of the assignment: 880 work days over 48 months Requirements: Qualifications and skills: The candidate should have as a minimum a University degree in Information Technology, Education, Administration (an alternative to a ITC qualifications must be compensated by relevant professional experience in the area of IT systems development) or equivalent professional qualifications, skills and experience Fluent in the English language General professional experience: At least 5, but preferably 10 years relevant experience in ICT applications, data base design and management, or administration, logistics and training activities Should have at least 3 year experience in a leading position Specific professional experience: Experience in defining software, hardware and network requirements Analysing ICT requirements in the project Managing the design and implementation of data base solutions Training or organising training for users Organisation of workshops and/or training sessions The design, implementation and management of Management Information Systems Experience or involvement in the management of the maintenance of private or public buildings would be an asset. | |
