| Project description: Global objective The mission will contribute to the social and economic development of CHT in parallel with enhancement of political stability, respect for rights of indigenous communities including solutions to long standing issues. Specific objective(s) The objective of the assignment is To assess the current information management system of the various programme's clusters and provide recommendations and tools for the improvement of the monitoring, evaluation, reporting and analytical capacity of the project. This is expected to establish and consolidate an updated and effective monitoring system capable to track the status of the project implementation, and provide inputs to the decision making process for appropriate strategies. Job description: The mission will deliver necessary outputs as for services requested in 2.c) they may include among others ToRs, assessment reports, sample of surveys, data collection, framework/tools/ At the end of the assignment the mission should have established an effective and functional M&E system for the CHTDF project The mission will deliver an Aid Memoire at the end of each visit to Bangladesh, and a final report which includes a) the assessment findings b) recommendations for the appropriate management information system including tools and Terms of References c) detailed budget. The report shall contain also a mission report recording the itinerary of the mission, the persons met and the institutions represented, summaries of the various meetings with stakeholders and views expressed and appropriate annexes as necessary Qualifications: Expert 1, Team Leader - (Senior Category) This expert should have the following educational qualifications and professional experience •University degree, minimum Master, in appropriate disciplines involving usage of statistics •A minimum 10 (ten) years of professional experience in international co-operation projects in developing countries •The expert must have a solid experience in project evaluation and designing of Monitoring and Evaluation systems •Experience in designing data base for socio-economic development •Strong background in Monitoring, evaluation and reporting •Good knowledge of Management information systems for developmental related activities •Experience in training •Excellent knowledge of current EC procedures, formats and terminology of the EC project cycle management including Logical Framework approach •Proven management skills •Experience in computerized data collection and analysis •Substantial relevant expertise in conflict prevention and rights of indigenous people •Excellent communication skills, written and spoken English Expert 2 - (Senior Category) This expert should have the following educational qualifications and professional experience •At lest a Master Degree in appropriate disciplines involving usage of statistics •A minimum of 10 (ten) years of professional experience in international co-operation projects and/or developing countries in the field of rights of minorities/indigeno •Fully familiar with Project Cycle Management and Logical Framework approach •Extensive experience in project monitoring, evaluation and designing of strategies •Experience in computerized data collection and analysis •Experience in designing data base for socio-economic development •Good working knowledge of management information systems Other important information: The working language is English. The services of an interpreter (for Bengali or other indigenous languages spoken in CHT) might be necessary during field visit. | |
