| We are considering availability of experts for the following potential assignment in Ukraine on Sustainable regional development (starting April 08 for preliminary 3 years). Key expert 1: Team Leader for Sustainable regional development project: • a university degree in public administration, economics or a related subject; • ability to ensure good communication and co-ordination with Project Partner, Contracting Authority and other local partners and stakeholders; • good communication skills, both oral and written; • fluent in English, both oral and written; working knowledge of Ukrainian or/and Russian is an asset. Experience in Ukraine on socio-economic development as an advantage • at least 10 years of working experience in the field of sustainable regional development, preferably in EU state/ regional authorities • experience in design, implementation, monitoring and evaluation of regional development (SF) in EU/ Tacis, Phare countries; • Management of financial instruments for regional development. Experience as TL of several Tacis/ Phare projects (PCM, Logframe approach) Key expert 2: Financial expert in regional development: -University degree in finance, public administration, economics or related subject; -Fluent written and oral communication in English; working knowledge of Ukrainian or/and Russian is an asset. -Working experience in the field of financial management/ co-ordination of regional development initiatives, IT tools advantage -Investment activities for regional development -Experience in capital market and investment funding and/or in the field of designing or operating a financial instrument for regional/local development in a CIS country or in a CEE country Key expert 3: Institutional Development & Capacity building Expert • Relevant university degree in economics, public administration; • Fluent written and oral communication in English; knowledge of Ukrainian/ Russia is of advantage; • At least 10 years experience in TNA, designing and delivery of tailor-made training for government officials in regional development; -Organisational development and work with regional authorities in EU, Tacis, Phare countries Key expert 4: Infrastructure development expert: -University degree in engineering, public administration, economics or related subject; -Fluent written and oral communication in English; -Working knowledge of Ukrainian or/and Russian is an asset. -Experience on large EU funded projects in the field of assistance in preparation, tendering and supervision of works ('project support unit' type) projects in a CIS country or in a CEE country Key Expert 5: Regional development expert: -University degree in development, public administration, economics or related subject; -Fluent written and oral communication in English; -Working knowledge of Ukrainian or/and Russian is an asset. -Significant experience is regional development, planning, implementation, M&E of regional and local development strategies, environmental aspects of sustainable development, etc. -Preferably with work experience regional development authority in an EU country. | |
