| DESCRIPTION OF THE ASSIGNMENT Global and specific objectives The overall objective is to consolidate efforts already made to stimulate economic growth and employment generation thereby contributing to the creation of a basis for sustainable development and economic dialogue in BiH. The purpose of this contract will be to provide assistance with the goal of establishing a comprehensive institutional and legal framework for SME development. Requested services including suggested methodology Component 1: Support SME Development and Promotion Law: Support MOFTER to review legal opinions and options with entities; Support MOFTER in the adoption of the Law Component 2: Facilitate Policy Process Further support the SME Working Group (Prepare and implement agenda); Support the Working Group in developing the BiH SME Strategy Develop and support ad-hoc system of consultation for MOFTER; Capacity building of MOFTER to develop policy papers and analyse Entity policy papers. Training to MOFTER to develop capacity to complete required annual reporting to the European Union and quality reporting to national and EU partners with particular reference to the reporting requirements of the European Charter for Small Enterprises. Component 3: Supporting SME Agencies in Republika Srpska and the Federation Work with the Federation will only start once the Agency is established and operational Develop a training strategy for the needs of the Agencies Implement a selected number of trainings for the Directors and Staff; Deliver regular coaching sessions for both agencies; Promote a sustainable mechanism to improve the relationship between two agencies and MOFTER, including the establishment of a system of regular flow of information. Component 4: Capacity building for MOFTER: Produce job description and organizational chart for the unit; Design and implement a capacity building programme; Ensure regular coaching sessions; Facilitate communication between state and entity level authorities. EXPERTS PROFILE Expert no. 1: SME policy advisor and capacity building Expert – Team Leader CAT II Qualifications and skills A Masters degree in the fields related to this assignment (such as economics) or equivalent professional experience of 5 years above the general professional experience fixed below; Well developed conceptual and communication and communicating complex ideas to different audiences; Be fluent in the English language, including effective spoken presentation and written reporting abilities. General and specific professional experience A minimum of 10 years general experience in institutional capacity building related to SME development, of which at least five years (specific experience) have been within a central / regional government department responsible for SME Development; Experience of formulation and implementation of SME development strategy or policy; At least one year of experience of working in transition economies and/or the new 12 Member State countries; Experience of building capacity, inter alia, providing on the job training and designing and implementing training programmes. Familiarity with EU legislation in related fields; Be fluent in the English language, including effective spoken presentation and written reporting abilities. Expert no. 2: Legal Expert CAT III Qualifications and skills A university degree in law; Be fluent in the English language, including effective spoken presentation and written reporting abilities. General and specific professional experience A minimum of 5 years general experience in a related field. A minimum of 3 years experience in development and review of SME legislation in accordance with EU principals and requirements; Experience in working in transitional countries would be an asset Expert no. 3: SME institutional capacity building and development Expert CAT II Qualifications and skills A Masters degree in a field related to this assignment or equivalent professional experience of 5 years above the general professional experience fixed below; Well developed conceptual and communication and communicating complex ideas to different audiences; Be fluent in the English language, including effective spoken presentation and written reporting abilities.
