Description 

 

 

Project description:

 

The overall objective of the project is to improve the existing capacity to design, develop and implement policies and programmes in order to contribute to human resource development aligned with European Employment Strategy in Turkey. The purpose of the project is to assist ISKUR to deliver more effective public employment services in particular at local level, and to assist ISKUR to implement a grant scheme on active labour market measures.

 

The project has two components:

Component 1 Institution Building: this component will focus on consolidation of the performance of model and pilot offices of ISKUR introduced under the previous EU funded project "Support to ISKUR" as well as further capacity building at central administration level in light of the experiences gained during the previous project. It is aimed to improve vocational and career counselling services, to increase local policy making and implementation capacity, to train IT related staff on advance information technologies and to increase the ISKUR's visibility, all of which is expected to contribute to achieving more effective public employment services.

 

Component 2 Active Employment Measures: this component includes provision of assistance to ISKUR for the management of a €16,000,000 grant scheme designed for increasing the employability of women and young, as well as to boost local employment based on locally determined needs and opportunities. This component requires setting up the necessary systems for monitoring, advising grant contractors, site visits on the basis of risk assessments to be carried out.

 

 

Job position: Key Expert 1: Team Leader

Project period: 05/2008 – 12/2009

Duration of assignment: 418 w/d

 

Job description:

• S/he will be responsible for the overall management of the project.

• S/he will be the main contact person for the Beneficiary and Contracting Authority.

• S/he will be responsible for management of the team composed of long and short term experts.

• S/he will be responsible for the coordination of all technical aspects of the contract.

• S/he will ensure timely submission of all project outputs as required.

• S/he will develop work plans and implementation schedules for the implementation of the project.

• S/he will ensure sound monitoring of project activities and indicators.

• S/he will maintain full time presence in Turkey throughout the project.

 

 

Qualifications:

Qualifications and skills

• Undergraduate degree, or preferably graduate degree in political, administrative or social sciences (e.g. management, economics, international relations, public administration),

• Excellent English, spoken and written,

• Full computer literacy.

 

General professional experience

• Minimum 15 years of professional experience,

• Minimum 10 years of international experience, preferably in economies in transition,

• Minimum 5 years of international experience as team leader in large-scale technical assistance projects.

 

Specific professional experience

• Minimum 5 years of experience in the field of employment, labour market, public or private employment services,

• Minimum 5 years of experience in managing complex programmes of a similar nature,

• Minimum 5 years of experience in ESF type projects,

• Good knowledge of Project Cycle Management.

 

 

 

 

Key Expert 2: Employment Service Operations Expert

Project period: 05/2008 – 12/2009

Duration of assignment: 418 w/d

 

Job description:

• S/he will assist ISKUR to deliver improved employment services, including career guidance and counselling services.

• S/he will closely work with the model and pilot offices.

• S/he will deal with statistical analysis process, mapping, IT applications and operational systems related to employment services management and employment offices network planning.

• S/he will closely work with key expert 3 in defining relevant training needs of ISKUR staff.

• S/he will assist ISKUR's top managers (including provincial directorates) to improve internal capacity in developing and implementing employment policy.

 

 

Qualifications:

Qualifications and skills

• University degree in the field of labour economics, management, economics, public administration or equivalent.

• Excellent English, spoken and written.

• Full computer literacy.

 

General Professional Experiences

• Minimum 10 years of professional experience.

• Minimum 5 years of experience in institution building projects in EU member states or candidate countries.

• Minimum of 5 years of experience in international projects.

• Experience in working in a team.

 

Specific professional experience

• Minimum 5 years of experience in the field of human resources development, designing or implementing employment policy at regional or local levels.

• S/he will closely work with key expert 2 in defining relevant training needs of ISKUR staff.

• S/he will be responsible for organisation of all training activities.

• S/he will be responsible for organisation of exchange programmes and study visits.

 

Qualifications:

Qualifications and skills

 

• University degree in the field of educational sciences, psychology, sociology or equivalent.

• Excellent English, spoken and written.

• Full computer literacy.

 

General Professional Experiences

• Minimum 10 years of professional experience.

• Minimum 5 years of experience in institution building projects in EU member states or candidate countries.

• Experience in international projects is an asset.

• Experience in working in a team.

 

Specific professional experience

• Minimum 5 years of experience in designing, organisation and evaluation of training for adults.

• Experience in the field of human resources development and labour market is an asset.

 

 

 

Key Expert 4: Grant Scheme Expert

Project period: 05/2008 – 12/2009

Duration of assignment: 418 w/d

 

Job description:

• S/he will assist ISKUR to manage the grant scheme on active employment measures with specific emphasis on monitoring.

• S/he will assist ISKUR to develop its internal capacity for overall coordination and monitoring of the grant scheme.

• S/he will be responsible for carrying out and updating risk assessments for the selected projects.

• S/he will be closely work with the relevant provincial directorates in monitoring the grant scheme.

• S/he will be responsible for design and use effectively and updated of the management information system for the implementation of the grant scheme.

• S/he will coordinate the assistance provided to grant contractors.

• S/he will closely work with key expert 5 for the promotion of the projects.

 

 

Qualifications:

Qualifications and skills

• University degree in social sciences, management, public administration or equivalent,

• Excellent English, spoken and written,

• Full computer literacy.

 

General professional experience

• Minimum 10 years of professional experience,

• Minimum 5 years of experience in large scale projects including grant schemes,

• Relevant experience in EU member states or candidate countries,

• Experience in working in a team.

 

Specific professional experience

• Excellent knowledge of relevant Practical Guide rules on grant schemes,

• Excellent knowledge of Project Cycle Management,

• Relevant experience in managing grant schemes including labour market measures,

• Relevant experience in ESF type projects.

 

 

 

Key Expert 5: Public Relations and Promotion Expert

Project period: 05/2008 – 12/2009

Duration of assignment: 200 w/d

 

Job description:

• S/he will be in charge of assisting ISKUR to promote its visibility among general public,

• S/he will assist ISKUR to design and introduce a new logo,

• S/he will be responsible for formulating a communication and visibility strategy for the project in line with EU visibility rules,

• S/he will closely work with the key expert 4 in order to promote the grant scheme project,

• S/he will provide advice to grant contractors on visibility issues.

 

 

Qualifications:

Qualifications and skills

• University degree in the field of journalism, communication, marketing or equivalent,

• Full computer literacy,

• Fluent in English spoken and written,

• Turkish would be an asset.

 

General professional experience

• Minimum 10 years of professional experience,

• Good knowledge of the social sector in Turkey.

• Experience in working in a team,

• Excellent knowledge of communication techniques.

 

Specific professional experience

• Minimum 5 years of experience in preparing and/or implementing communication strategies for specific target groups,

• Relevant experience in EU funded projects is an asset,

Other important information:

Civil servants and other staff of the public administration - except universities - of the beneficiary country cannot be recruited as experts. Where the staff of university is employed, the Consultant will have to demonstrate they are exclusively available for the project at the periods when their precise inputs are delivered.
