| EXPERTS PROFILE Number of requested experts per category and number of man-days per expert The team will consist of two experts Category II. All experts must be independent and free from conflicts of interest in the responsibilities accorded to them. In particular, civil servants, staff of the Project Partner and other staff of the public administration of the beneficiary country cannot be recruited as experts or be paid by the project's funds. During all contacts with the Kazakhstani authorities or any other organisation, the consultant will clearly identify himself as independent consultant and not as official representative of the European Commission. All documents and papers produced by the consultant will clearly mention on its first page a disclaimer stating that these are the views of the consultant and do not necessarily reflect those of the Commission. The expert has to spend at least 80% of his/her working days in the beneficiary country. The working language is English. Support staff will be recruited as necessary to ensure a sound implementation of the project. Profile required (education, experience and category) Category II Team Leader – Legal Expert (min 100 days) Qualification and skills: - Expert shall have a degree in Law and extensive experience in consulting on legal issues related to legal regulation of activities of legal entities and small business subjects; - Excellent analytical, communication, presentation, negotiation and reporting skills; - Computer skills (minimum requirements: Word, Excel, Powerpoint) - Writing and oral English skills; - Writing and oral Russian skills. General professional experience: - Not less than 10 years of professional experience in the relevant field. - A previous experience in management is required. Specific professional experience: - Minimum of 5 years of experience as a long-term or short-term expert in legal reform processes preferably in countries in transition Category II Expert on issues regulating small and medium business (min 70 days) This position envisages part-time employment during total project implementation period. Qualification and skills: - Required: University degree in Law, Economics or Public Administration; - Master's Degree preferred; - Excellent analytical, communication, presentation, negotiation and reporting skills; - Computer skills (minimum requirements: Word, Excel, Powerpoint); - Writing and oral English skills; - Writing and oral Russian skills General professional experience: - Minimum 10 years experience in relevant field; - Team work experience. Specific professional experience: - Experience in training delivery and presentations; - Extensive experience in consulting on legal issues related to legal regulation of activities of legal entities and small business subjects; Working languages The working languages will be English and Russian. Reports will be written in English and Russian. The team will have excellent writing and editing skills. If the team proves unable to meet the level of quality required for drafting the report, the consulting firm will provide, at no additional cost to the Commission, an immediate technical support to the team to meet the required standards. | |
