DESCRIPTION
The Accompanying Measures Consultancy (AMC) is supporting the Indonesian Ministry of Public Works and the four partner Local Governments in East Java and on Sumatra in the implementation of the Emission Reduction in Cities (ERiC) SWM Indonesia programme, which is financed by Swiss SECO and German KfW donors. An Implementation Consultant is responsible for the planning, tendering out and construction supervision of new Sanitary Landfills in the four partner Local Governments. The construction of the landfills, which comprise also of sorting and composting stations, has started. Financial Management by the Local Governments and their SWM units improving revenues from households and household-type waste producers, introducing tipping fees, linking Financial Management and Solid Waste Management Planning (e.g. via increase of customer database, increase of service area, billing etc.) is one of several Main Areas of the AMC services. Preparing opportunities for public private partnerships in exploring economic value of waste is another focus. Working together with national senior / and junior AMC Experts for Financial Management and staff of the SWM units in the four Local Governments for: * Follow-up on agreements between the Local Governments and the Ministry of Public Works and Housing regarding the improvement of Financial Management related to waste management services (CAPEX and OPEX calculations, tariff setting, billing, customer database, service area increase, establishment of budget for investment and operation for yearly Local Budget Cycles); * Establish conceptual and methodological links between above tasks for the improvement of local financial management and the existing digital waste information system set up as a digital prototype. * Support the establishment of new semi-independent SWM units for their ability to operate an own financial management system (generate, account of and administer of local revenues, flexibility for investment planning and purchase of equipment etc.) * Support int. and national AMC experts for reform of local legal regulations (e.g. input into Academic Papers for the justification of proposed tariffs setting, increase of revenue, introduction of tipping fee etc.). * Prepare and conduct an assessment and study potentials for private public partnerships in solid waste management in the four partner Local Governments. Education: University Degree in Business Administration, Financial Management and/or Institutional Development Country / Regional experience: Indonesia and/or South East Asia Languages: English, knowledge of Bahasa Indonesia would be an asset Expertise / Profile: International or regional SE-Asia short-term expert familiar with donor-supported development cooperation projects. Experience in work with Local Governments, their finance departments and new semi-independent public entities and Solid Waste Management. Capable of working with national experts.
