Restrictions: In case consultants are short listed, they must be able to provide documentary evidence for educational and professional items in their CVs (copies of diplomas, copies of employers' reference letters, etc.). Documents those are not available in English have to be accompanied by a faithful translation. This is mandatory requirement for Europe Aid tenders.

DESCRIPTION

| Profile per expert or expertise required:
Expert 1: Category I, 21 working days o Qualifications and skills: -University degree (at Masters level) in Economics, Business Administration, Trade, Law or equivalent field or equivalent professional experience of 15 years if candidate does not possess a post graduate degree; -Excellent command of oral and written English (level C1); -Excellent communication skills and ability to work in a multicultural environment.
o General professional experience: -At least 12 years of experience in the area of international trade, trade-related technical assistance and/or policy or equivalent professional experience of at least 15 years in the sector, if the candidate does not possess a Master Degree relevant to Lot No. 2; -At least 1 reference proving knowledge of technical and financial programme management as well as Project Cycle Management (PCM) and Logical Framework Approaches.
o Specific professional experience: -At least 5 assignments during the past 10 years, in project formulation; -At least 2 previous experiences in the formulation of EU-funded projects, in the area of development co-operation, focusing on trade-related technical assistance -TRTA- (e.g. ARISE or ARISE+ programme); - At least 2 references proving knowledge of EU procedures.
Expert 2: Category 2 12 working days.
o Qualifications and skills: -University degree (at Masters level) in Economics, Business Administration, Agronomy, Trade, or equivalent field or equivalent professional experience of 9 years if candidate does not possess post graduate degree. -Excellent command of oral and written English (level C1). -Excellent communication skills and ability to work in a multicultural environment.
o General professional experience: -At least 6 years of experience in the area of international trade, trade-related technical assistance and/or policy or equivalent professional experience of at least 9 years in the sector, if the candidate does not possess a Master Degree relevant to Lot No. 2.
o Specific professional experience: - At least 1 previous experience in project formulation, in the area of development co-operation combined with trade-related technical assistance (TRTA).
Team as a whole (Expert One and / or Expert Two):
It is required that either one of the Experts has or both Experts have: -At least 1 previous experience advising policy makers on trade policy development and reform and trade facilitation; -At least 1 reference confirming good understanding of the European market and its standards and regulations; -At least 1 previous experience working in the field of standards and norms covering sanitary and phytosanitary issues, fisheries and sustainable agriculture It is desirable that either one of the Experts or both Experts have: -Previous experience in the ASEAN region; -Good understanding of Free Trade Agreements (negotiations and preparatory work); -Understanding of trade and environment; -Understanding of competition and government procurement. _ The Contracting Authority retains the right to organise telephone interviews with one or both proposed Experts during the Evaluation of the Offers. _ Management team member presence is not required for briefing and/or debriefing. _ Both experts should be present for both the briefing and debriefing at the EU Delegation _ Meetings with government officials may be in English or Bahasa Malaysia. Interpretation, during meetings with government officials, if needed, will not be provided by the EU Delegation and should be reflected accordingly in the budget
