DESCRIPTION

I. Qualifications and Experience requested for the Position Expert in Development Cooperation (Cat II, 200 working days)
Education The expert will have at least master degree in Development, Economics, Political Science, International Relations or another suitable discipline.
Experience • S/he will have at least 6 years of experience in development co-operation and will be able to demonstrate specific experience of harmonisation, co-ordination and joint programming. Additional 5 years of experience will be considered as an asset. • Experience in EU coordination and joint programming will be considered as an advantage. • Recent experience in Myanmar will be considered as an advantage. • Experience in other South East Asian countries will be considered as an asset.
Language skills Proficiency in English is necessary, as are excellent communication, writing and editing skills.
II. Description of the Assignment
Global objective The overall objective of the assignment is to continue enhancing overall effectiveness of aid to Myanmar in order to support maximum possible achievement of Myanmar's development priorities, particularly as regards more equitable and sustainable growth and poverty reduction, in line with the Sustainable Development Goals (SDGs).
Specific objectives The specific objective is to support the Government of Myanmar and the EU with coordination, in particular the joint programming process and Government of Myanmar and wider development community in implementing the Development Assistance Policy (DAP).
Requested Services The expert will draw up a work plan at the beginning of his/her mission, for approval of the EU Delegation. Following preparation of the overall assignment work plan, more detailed monthly work plans will be established and regularly updated through consultations with the EU Delegation, EU Member States representatives, chairs of the SCG/CPG and the Government of Myanmar where relevant. The work plans will be prioritised and timed, and be based on the below list of suggested activities with possible additions and/or modifications.
Following approval of the work plan, the expert will be responsible for its implementation. S/he will report on progress approximately once a month to EU development partners during the EU Development Counsellors Meetings, to the SCG/CPG meetings and to the Government in Myanmar where appropriate. The overall and monthly work plans can be updated / modified during the implementation of the assignment in agreement with the EU Delegation. All activities will be carried out under the supervision of the EU Delegation.
Technical assistance that will be provided for the benefit of the EU and the GoM may include, but is not limited to:
Activities supporting EU co-ordination and joint programming in Myanmar: • Support the preparation and follow up of EU development coordination meetings organised by the EUD; • Organise and facilitate annual EU development cooperation retreats; • Organise and help facilitate other ad-hoc thematic EU meetings and workshop, joint trainings, country analytical works and M&E; • In consultation with the EUD, provide ad hoc EU coordination related support to individual Member States as needed (e.g. providing briefings on development effectiveness issues in the country, facilitating ODA data inputs into AIMS, etc.); • Provide support to the EUD and the Member States in carrying out necessary work for the preparation and development of EU Joint Cooperation Strategy, which could include for instance visioning exercises, joint analysis and ultimately joint response strategies; • Provide support to the EUD and the Member States to carry out other joint and coordinated development efforts, incl. regarding: the humanitarian-development nexus, gender, CSO support, the specific Rakhine State related issues (Rohingya crisis), peace process, police support and other. • Facilitate discussions on synchronisation of programming cycles, on EU sector priorities, and development of a more comprehensive division of labour; • Advise and support the implementation of commitments made in joint EU responses to the DAP; • Facilitate data collection on EU development and ODA, incl. entry into the Aid Information Management System; • In consultation with EU partners, conduct analysis and research on issues of interest for the effectiveness of EU development cooperation; • Help position EUD and MS to effectively respond to emerging challenges and new priorities in Myanmar development context; • Support the EU in chairing CPG related meetings such as the CSO and INGO workstreams.
Activities supporting wider development effectiveness agenda: • Support the work of the Secretariat of the SCG/CPG and help advance the development effectiveness agenda and facilitate better coordination among the wider development community; • Facilitate coordinated inputs from EUD and EU member states and if necessary other CPs in the consolidation process of the GoM-CP coordination structure and help ensure that EU initiatives for increased effectiveness are aligned with the GoM strategies and plans (e.g. Myanmar Sustainable Development Policy-MSDP); • Strengthen EU sector/technical-level coordination in selected sectors and related SCG in particular the sectors which will be supported and eventually facilitated by the EUD and EU MS; • In consultation with the EUD and the Ministry of Planning's Foreign Economic Relations Department (FERD), provide ad hoc support to selected sector Secretariats to enhance coordination at sector/technical level and facilitate linkages with the overall coordination forums; • Support the EU in setting up an SDG dialogue with GoM and liaison with DACU.
Required outputs The mission will result in enhanced EU harmonisation and co-ordination in Myanmar. In addition, it will lead to more effective coordination among donors and with the Myanmar Government and on improved EU policy dialogue.
The Expert will consult regularly with the EU Delegation, providing briefing on ongoing activities, and will receive orientation on priorities and upcoming activities. S/he will produce monthly work plans and reports, a mid-term and a final report as specified in section 5. These will have to be validated by the EU.
In addition to the foreseen reports the expert will produce, as required, written materials to be submitted to the Delegation, including minutes of meetings, summaries of action points, and papers on issues of relevance to the aid effectiveness agenda.
In addition, the expert will contribute to the organisation of events and workshops in the context of EU and Development Partner coordination processes, as requested by EUD. | ||
