DESCRIPTION
Team Leader - Rural Engineer, Swaziland (Mbabane) Project: Technical assistance support for the water harvesting and small and medium dams project (WHDP) We are looking for a Rural Engineer/Team leader for a mission of 3 years (520 working days) for an EU project in Swaziland. The mission (to be started in March 2018) is a technical assistance to Ministry of Agriculture for the implementation of the Water Harvesting and Small and medium Dam Project (WHDP). Based at the Ministry of Agriculture (MoA) in Mbabane, the expert would provide technical assistance support and advice through the office of the Principal Secretary to strengthen the capacity of the Department of Land Use Planning and Development (LUPD) in all aspects of the coordination and implementation of the project. The purpose of the WHDP project is to enhance sustainable smallholder irrigated crop production in project areas by enhancing the availability of water throughout the year. The project seeks to achieve the following three results: Result 1. Water storage capacity increased. This is planned through the construction or rehabilitation of 75 water harvesting structures (dams, weirs, reservoirs, etc.) and downstream development schemes. Result 2. Production capacity for smallholder enhanced Result 3. Institutional capacity strengthened QUALIFICATION Qualifications and skills: At least a Master degree academic level or equivalent degree in a relevant discipline (such as civil engineering, irrigation, agricultural or rural engineering); Alternatively, a basic degree in a relevant area with at least 5 years additional experience above the general professional experience indicated below; Demonstrable high levels of innovative and problem-solving skills; Proficiency in spoken and written English is essential; Full computer literacy is essential (word processing, spread sheets and specialized design software). General Professional experience More than 20 years'post qualification experience in planning, design, development and governance of water harvesting structures (incl. small and medium dams) and downstream irrigation systems and schemes within a national institution. Specific Professional experience Proven experience in the preparation and implementation of irrigation development projects on the basis of EU/EDF procedures, including procurement/tendering and direct labour procedures; Sound experience in EU contract management processes; Proven experience in training and capacity building activities in the field ofirrigation/downstream development; Experience in the Sub-Saharan African region is highly desirable.
