Profile: Key Expert 1 – Team Leader / Air quality and EU policies expert (Lot 6 -India) Category of expert I Duration 70.00 working days Requirements Key Expert 1 – Team Leader / Air quality and EU policies expert (Lot 6 - India) The KE 1 is appointed on a part time basis during the contract. S/he is in charge of ensuring the overall achievement of the assignment's objectives, and coordinates the technical assistance provided and delivery of the requested outputs. In coordination with EU Delegation's staff, s/he will supervise and steer the work and provide strategic guidance. S/he will be supported by the coordinator and, if required during the assignment, by short-term experts. His/her in-country presence will be required for the initial inputs to establish a work plan with the counterparts and for each event during the implementation of the contract. Qualifications and Skills: At least a Master's Degree or equivalent in the sector(s) related to lot 6 (such as environment, climate change, energy, economics) or a bachelor degree and professional experience of at least four (4) years on top of the general experience required below; General Professional Experience: At least twelve (12) years of experience in the sector(s) related to the lot 6. Specific Professional Experience: At least three (3) years of experience in air quality management; At least 12 months as team leader of a team of experts working on policy dialogue on air quality management with national authorities; At least two successful experiences of planning and delivering technical seminars and conferences involving various stakeholders. Experience in working in India is considered an advantage. Language Skills: Excellent drafting and editing skills in English Profile: Key Expert 2 –Coordinator (Lot 6 - India) Category of expert II Duration 165.00 working days Requirements Key Expert 2 –Coordinator (Lot 6 - India) The coordinator will support the Team Leader and, if relevant, short-term experts for the identification of relevant materials and stakeholders, establishing and maintaining dynamic contacts with Indian stakeholders, stakeholder consultations, organisation of meetings consolidation of outputs etc. The coordinator will be key for the development of activity 2: Pilots, where s/he will have to show capacity to work in autonomy and to take initiative. While the coordinator will be strongly involved in the organisation of the content of the events, its involvement in organising the logistical aspects should be limited and preferably done through the back-up team or through a subcontractor. Qualifications and Skills: Master's Degree or equivalent in a field relevant to the project, or in its absence, a bachelor degree with an equivalent professional experience of at least four (4) years on top of the general experience required below; General Professional Experience: At least six (6) years of experience in the sector(s) related to the lot 6. Specific Professional Experience: At least three years of working experience in India on air quality management; At least one successful experience as expert facilitating the preparation of a action/work plan with national authorities in any sector of the environment; At least one successful experience of moderating working groups or organising a conference of up to 50 people. Language Skills: Excellent command of English and Hindi is required, with a level that allows the interaction with all relevant stakeholders. Profile: Key Expert 3 – Pool of Short-Term Experts (Lot 6 - India) Category of expert I Duration 20.00 working days Requirements Key Expert 3 – Pool of Short-Term Experts (Lot 6 - India) In coordination with the Delegation's staff and supervised by the Team leader and the Coordinator, STEs might be mobilised if required during the assignment. Inputs might be needed for specific studies in India. They will be responsible for the preparation of the detailed inputs for the tasks mentioned above in relation to their expertise. They will also be ensuring capacity building/training sessions if required. It is expected that their in-country presence will for short appointments of 5 days, however longer missions might be requested if the need arise. All experts proposed will have the following skills and experience: Qualifications and Skills: Master's degree in Environment, Engineering or field related to their area of expertise; General Professional Experience: At least twelve (12) years of experience for category I Specific Professional Experience At least four (4) years specific experience in one or more of the following area: European air quality policy formulation and implementation Pollutants emission assessment, monitoring and verification Pollution reductions strategies and technologies Cost benefit analysis of air quality initiatives Green economy Business cooperation, technology development and transfer Language Skills: Excellent command of English (spoken and written) is required. EC rules applicable to any EC assignment • Working days are from Monday to Friday, if not indicated otherwise in the ToR • Per diem covers all expenses of the expert (local transport, hotel, meals, telecom, etc.) and it is only paid if the expert stay overnight. • International travel: the EC only reimburse economy class flight tickets
