Project description
The contract will combine policy support interventions at the macro level for the reform of the SME support ecosystem (legislative, regulatory, institutional) with interventions at the meso-level aimed at facilitating access of small and medium size enterprises (SMEs) to business development services (BDS) and increasing the effectiveness of one-stop-shops (OSS) and single windows (SWs).
The support will focus on four main components: i) Comprehensive Government Strategies to foster SME and entrepreneurship development in Egypt: Strengthening the capacity of the Ministry of Trade and Industry to design, implement, monitor and evaluate its focused and comprehensive SME and Entrepreneurship Strategy in line with the Egypt Sustainable Development Strategy objectives. ii) Legislative and regulatory reform: Building the capacity of the Egyptian Regulatory Reform and Development Activity (ERRADA) for addressing specific legislative and regulatory issues related to SME ease of doing business. iii) Increasing access to quality Business Development Services through review of the organisational framework for delivery of BDS and developing of coordination mechanism to ensure access to information and better value for BDS. iv) Improving the effectiveness of a pilot group of One-Stop-Shops (OSS) by enhancing the governance framework for OSSs and SWs, fostering the exchange of prevailing good practices among them.
Job description The purpose of this service contract is to support the Ministry of Trade and Industry (MTI) and its key stakeholders in implementation of strategies to foster SME and entrepreneurship development in Egypt. This will include helping the Policy and Strategy Unit at the MTI to finalise the design of the Ministry's National SMEs and entrepreneurship development project based on RBM system, the development of clear monitoring and evaluation plan of that project, and to help the executing bodies at the Ministry to implement some components of that project specially those related to the development of the ecosystem such as legislative system, regulatory system, coordination mechanisms etc.
Results to be achieved by the Contractor
The contract implementing these ToRs will support the implementation of the GoE's focused SMEs development strategy for boosting inclusive growth by achieving the main four results:
R1. SMEs Development strategy aimed at boosting economic inclusive growth and contributing to decent job creation is implemented in a comprehensive way that could be monitored and evaluated efficiently R2. SMEs development legislation is developed and the regulatory framework is streamlined. R3. A streamlined and transparent coordination mechanism and framework for providing Business Development Services is established R4. Governance structures for one-stop-shops or single windows are reviewed, streamlined, and regulated.
The support will focus on four main components:
Comprehensive Government Strategies to foster SME and entrepreneurship development in Egypt: Strengthening the capacity of the Ministry of Trade and Industry to design, implement, monitor, and evaluate its focused comprehensive SME and entrepreneurship development strategy in line with the Sustainable Development Strategy objectives;
Legislative and regulatory reform: Capacity building of the Egyptian Regulatory Reform and Development Activity (ERRADA) for drafting and assessing impact of identified priority laws and their relevant executive regulations, addressing specific regulatory and legislative simplification related to SMEs ease of doing business;
Increasing access to effective and efficient Business Development Services: through review of the organisational framework for delivery of BDS, developing coordination mechanism, and supporting in design of an e-platform that ensure access to information and better vale for BDS combined with strengthening the capacity of the associated BDS providers;
Improving the effectiveness of a pilot group of One-Stop-Shops (OSS) and single windows (SWS): by enhancing the governance framework for OSSs and SWSs and fostering the exchange of prevailing good practices among them; providing assistance to their implementation and to the extension BDS-related services.
Key Expert 1: Advisor on SME Policy and Business Development Services
Job profile
Qualifications and skills: • University degree (preferably at Master's level) in a related field, e.g.Management, Economics, Private Sector Development, ICT, Law or a related field. • Strong communication skills and ability to communicate with people at all levels • Excellent verbal and written command of English. • Experience in change management and institutional development. • Proven ability to develop solid partnerships with high level officials in order to achieve project results. • Proven management and leadership skills with diverse interdisciplinary teams and within complex institutional and organizational settings.
General professional experience: • At least 15years of professional experience in the field of SME Policy Development and the design and delivery of SME & BDS Support Services. • Demonstrated experience in provision of business development services to start-ups and high growth potential SMEs though incubators, accelerators or other professional private sector based facilities and initiatives • Relevant professional experience in Egypt would be an added advantage. • Experience as Team Leader in at least one long term EU funded TA project is considered an added advantage.
Specific professional experience: • Documented experience in the field of SME development support as a practitioner and manager, • Minimum of seven years of professional experience gained in managing projects involving business development services, innovation, entrepreneurship • Demonstrated knowledge of European Commission project management procedures and administration and grant contracts.
Key Expert 2: Advisor on SME Business Regulatory Environment
Job profile
Qualifications and skills: • University Degree (preferably at Masters level) in a relevant subject, e.g. International Law, legislation and regulation framework, management, public administration, economics, engineering, or related discipline • Strong communication skills and ability to communicate with people at all levels; • Excellent verbal and written command of English is essential • Strong skills in legal and regulatory reform regarding SMEs and Entrepreneurship Development, creation of SMEs and Entrepreneurship Development business enabling environments, commercial law, legal advisory services, regulation and legislative directives, strategy and policy analysis and economic development. • Good understanding of Administrative Simplification/Business Process Re-engineering; • Sound knowledge of Regulatory Impact Assessment and sector-level impact assessment; • Good understanding of better and smart regulation concepts • Good understanding of legal issues and different drafting traditions.
General professional experience: • Working experience of at least 15 years as a business regulatory specialist, business enabling environment, regulation and de-regulation process, international business policy reforms, international and/or commercial law, business strategy or policy analysis; • Relevant professional experience in business regulation in EU and Egypt would be an added advantage. • Experience in development of inter-governmental coordination, and cooperation with stakeholders, would be an advantage.
Specific professional experience: • Minimum of 5 years of professional experience in regulatory reform projects ideally in a public sector setting • Proven experience record in the field of regulatory reform, competitiveness, SME development • Proven experience linked to the EU Small Business Act, RE-FIT and Smart Regulation initiatives would be an advantage.
Key Expert 3: Senior Advisor Monitoring and Evaluation
Job profile
Qualifications and skills: • University Degree (preferably at Masters level) in a relevant subject, e.g. Business, Administration, Economics, International Law, legislation, public administration, , engineering, or related discipline • Strong experience in a variety of monitoring and evaluation methods, Policy impact analysis and assessment, dissemination and fostering good/best practice • Strong communication skills and ability to communicate with people at all levels; • Excellent verbal and written command of English is essential • Strong skills in strategy and policy analysis and in economic development • Experience in private sector development projects, particularly SME development • Experience in change management and institutional development preferred
General professional experience: • Working experience of at least 15 years in the private sector development field, • Experience in an advisory role to senior public officials would be an advantage • Solid experience in monitoring and evaluation techniques, applications and dissemination
Specific professional experience: • Experience of designing and implementing monitoring and evaluation systems in Governmental agencies • Experience of designing and implementing decentralized monitoring and evaluation systems • Proven track record of at least five years of grant monitoring management • Proven experience linked to M&E practices in the domain of private sector development would be a strong asset. |
