The expert 1 (evaluation) will be home-based with 2 missions to Brussels, 2 missions in Europe and 7 field missions on different regions concerned by the Nexus Dialogue

The expert 2 (feasibility study) will be home-based with 2 missions to Brussels, 2 missions in Europe. Field missions on different regions concerned by the Nexus Dialogue have to be discussed with DEVCO C5.

Profile: Expert 1 - Evaluation specialist (Lot 6 – Belgium)

For the mid-term Evaluation, the consultant, following the submission of a detailed mid-term evaluation methodology to, and approved by, the European Commission will undertake the following activities:

(i) Conduct a mid-term evaluation (starting beginning of 2018) of the use of EU and BMZ/GIZ funds for the specific Nexus Dialogue results specified above: Result 1a, Result 2a, Result 2c & Result 2d. The information collected will be comprised of a desk review (information/project documents to be provided to the consultant by the Commission, GIZ, GWPO and CAREC) and interviews, including some missions as appropriate, according to the required outputs presented in section 2.4 below.

(iii) Submit a first draft mid-term evaluation report and present for review to DG DEVCO March 2018 which devises lessons learned and make recommendations which account for use of EC contributions, use and impact of outputs, timelines and budgetary implications.

(vi) Submit a Final mid-term Evaluation Report, which reflects the recommendations from the draft report and comments from the presentation in April 2018.

 

 

Requirements

Expert 1 - Evaluation specialist (Lot 6 – Belgium)

 

Education: University degree in Environment Sciences, Natural Resources Management or related fields with at least a Master's Degree.

 

General experience: The expert must have at least 12 years of experience in evaluation of projects funded by the European Commission, including experience in analysing individual donor contributions in multi-donor funded projects. Excellent writing and presentation skills, proved analytical skills and strategic thinking

 

Specific professional experience in the field of evaluation in developing countries, especially evaluating individual donor components in multi-donor projects/contributions;

 

Linguistic skills: Professional competency (Level C2) in English, French and Spanish (oral and written);

 

Will be an asset:

Good knowledge of project finance, performance management frameworks and results-based management for development projects;

Proven experience in policy evaluations;

Proven experience in policy feasibility

 

 

EC rules applicable to any EC assignment

• Working days are from Monday to Friday, if not indicated otherwise in the ToR

• Per diem covers all expenses of the expert (local transport, hotel, meals, telecom, etc) and it is only paid if the expert stay overnight.

• International travel: the EC only reimburse economy class flight tickets
