DESCRIPTION
Required Experts: Key expert 1: Team Leader (Full time Senior Expert- 880 working days), must have at least a Master Degree preferably in social science, sociology, political science or international relations. Fluency in English is mandatory. Fluency in Russian will be considered an asset. A good understanding of eastern partnership countries will be considered an asset. A good knowledge of technology is required. Strong interpersonal skills and ability to manage a complex constellation of stakeholders are required. Sound knowledge of social research methodology (types of research methods, their use and limitations, including understanding results of quantitative research and ability to assign qualitative interpretations) is required. At least 5 years of experience as team leader (experience in project management and team and team coordination), preferably in an international context. Minimum 5 years of experience implementing projects with CSOs or on Civil society issues in developing countries of which at least 3 years involving eastern partnership countries. Previous involvement in ICT projects for civil society, good governance, education or related fiels is an asset. Experience in implementing EU projects is an asset. Experience having worked in a civil society organisation is an asset. Key expert 2- Junior Expert- E-Learning process and Platforms (Full time=880 working days), must have at least a Bachelor Degree in computer science or equivalent field. Training on pedagogical approaches for e-learning will be considered an asset. Fluency in English is mandatory. Problem-solving skils and ability to coordinate stakeholders with different backgrounds is considered an asset. Basic understanding of market surveying is an asset. At least 3 years of experience in developing e-learning tools and/ or IT applications. Good knowledge of the state-of-the-art e-learning technology and open source tools is mandatory. Experience in any of the Eaastern partnership countries is an asset. Experience working in a civil society organisation or designing IT tools for public engagement are assets. Key Expert 3- Junior Expert- Developing new digital content and organising hackathons (Full-time -880 working days), must have at least a Bachelor Degree, preferably in communication, journalism, Political science or Humanities. Trainings on writing on the web will be considered an asset. Fluency in English is mandatory. Fluency in Russian is considered an asset. Problem- solving skills and ability to coordinate stakeholders with different backgrounds is considered an asset. At least 3 years of experience in designing and developing new digital learning content and/ or IT applications. Previous experience in organising hackathons or similar events is mandatory. Previous experience in the eastern Partnership countries is an asset. A good understanding of civil society organisations is an asset. Key expert 4- Junior Expert- Communication and coordination of the civil society fellowships ( Full-time- 880 working days), must have at least a Bachelor Degree in communications, journalism, political science or Humanities. Fluency in English and Russian is required. Excellent oral and written communication skills are required. Problem- solving skills and ability to coordinate stakeholders from different backgrounds are required. At least 3 years of experience as communication assistant/manager, organising events, coordinating publications and/ or website or other online tools dealing with the press or other types of external communication activities is mandatory. Proven networking and negotiation experience is mandatory. Involvement in at least 3 communication campaigns in EaP countries, out of which at least one targeting or promoting civil society is mandatory. Experience in designing of marketing campaigns, newsletter preparations and editing of other communication materials, especially in Russian is an asset. Proven experience in managing calls for interest is considered an asset.
