Profile: Expert I Chief of Mission, Project Evaluation Specialist Environmental focus on climate change (Lot 6 - Mauritania) Category I of expert Duration: 54.00 working days Requirements Expert I Chief of Mission, Environmental Project Evaluation Specialist focused on climate change (Lot 6 - Mauritania) Qualifications and skills • Senior Expert with over 10 years of general experience • Holder of a diploma of higher education (minimum bale + 4) or equivalent level in areas beyond environmental management and climate change or other relevant discipline. • Mastery of the French language. • Mastery of the project management cycle, logical framework and methods of evaluation and monitoring. • Mastery of the most common IT tools. General professional experience • Experience as chief of mission at least 5 assessments of projects or cooperation projects with at least 2 project evaluations of over 5,000,000 Euros. • Experience in conducting evaluations of at least 2 mid or end of career in the field of environment and climate change, at least one in West Africa. Specific professional experience • At least 3 years experience in conducting cooperation projects assessment missions • Experience in rural development would be an asset. • Experience in the key gender issues would be an asset. • Mastering the procedures of the European Commission and / or the EDF would be considered as advantage. • Knowledge of Arabic would be an asset. EC rules applicable to any EC assignment • Working days are from Monday to Friday, if not indicated otherwise in the ToR • Per diem covers all expenses of the expert (local transport, hotel, meals, telecom, etc.) and it is only paid if the expert stay overnight. • International travel: the EC only reimburse economy class flight tickets
