Profile: Expert 1 - Expertise in public finances Category of expert II Duration 60.00 working days Requirements Expert 1 - Expertise in public finances · Graduated from the Master's higher education in the field of public administration, economics, management, public law, social sciences, economic or political, public finance or education or other closely related field; · A thorough knowledge of instruments, procedures and programs response procedures financed by the EDF or the European Commission (EC); · A very good command of French, both oral and written, and good ability to read documents in English. Knowledge of Haitian Creole is an asset. · Fluency in the use of common computer tools (office suite, electronic communication, presentation tools) and an ability to communicate complex information in a clear and accessible manner, both orally and in writing. · The team of experts will have in it the following minimum qualifications: Demonstrated experience in project management and team as "team leader" of projects funded by the EC or the EDF. · At least 6 years of professional experience in consulting, capacity building and technical assistance for each of the areas mentioned above, namely public finance, reform of the state, education and analysis macroeconomic, at least 3 years relevant in countries with similar conditions in Haiti (developing countries according to the DAC list of the OECD committee - and preferably in a fragile country). · Relevant experience in Haiti is an asset. · A proven professional experience in program evaluation on EC funding and / or the EDF. · Proven experience in the design and implementation of budget support from the EC / EDF. Practical experience of the new approach (post 2012) of the EC budget support is an asset. · The working language is French. The experts should have sufficient knowledge of the French language, to enable them to perform their task.
