Profile: Expert 1 - Macroeconomic Specialist Category of expert I Duration 38.00 working days Requirements Qualifications and skills Master's degree in macroeconomic issues or equivalent General professional experience: · Senior macroeconomist with at least 12 years professional of work experience in macro-economic assessments; Specific professional experience: · Experience or knowledge of performing assessments on budget support eligibility as regards macro-economic framework, public finance management and transparency and oversight of the budget, Proven experience in formulating Budget Support programmes based on the EU Guidelines, Previous experience of working with EU development aid procedures including on general or sector budget support or program project support, Experience with programme implementation and/or formulation by or for Latin America and Caribbean countries is considered an asset, Demonstrable experience in conducting PFM assessments according to the Performance Measurement Framework of the PEFA-Secretariat is considered an asset. Languages Excellent level of written and spoken English. Profile: Expert 2 - Public Finance Management Category of expert I Duration 15.00 working days Requirements Qualifications and skills Master's Degree public finance management, public administration, macroeconomics or equivalent. General professional experience: ·Public finance specialist with at least 12 years of work experience in public accounting systems, financial management and/or public sector auditing, with demonstrable experience working in a developing country context. Specific professional experience: ·Demonstrable experience in conducting PFM assessments according to the Performance Measurement Framework of the PEFA is mandatory, ·Participation in drafting PFM Action Plans, · Experience with programme implementation and/ or formulation by or for Latin America and Caribbean countries. Languages Excellent level of written and spoken English. Profile: Expert 3 - Health Category of expert I Duration 32.00 working days Requirements Qualifications and skills Master's degree in public health, health economics or equivalent. General professional experience: · At least 12 years professional experience in public health, health policies and sector wide evaluations; · At least 3 years of experience as expert in a health project, preferably in Latin-American or the Caribbean. Specific professional experience: · Experience in the design (identification and/or formulation) of public health projects/programs is essential, · Experience with programme implementation and/or formulation by or for Latin America and Caribbean countries is essential, · Previous experience of working with EU aid procedures including on general or sector budget support or program project support is considered an asset. · Experience related to the evaluation and/or construction of health infrastructure (clinics/hospitals/laboratories and green standards for health infrastructure) constitute an advantage. Languages Excellent level of written and spoken English; good level of spoken Spanish. EC rules applicable to any EC assignment • Working days are from Monday to Friday, if not indicated otherwise in the ToR • Per diem covers all expenses of the expert (local transport, hotel, meals, telecom, etc.) and it is only paid if the expert stay overnight. • International travel: the EC only reimburse economy class flight tickets
