DESCRIPTION
Main objective The overall objective of the project of which this contract is part is: Contribution to strengthening the rule of law and the guarantee of fair justice, impartial and quality for all litigants, so as to consolidate the credibility of institutions, actors, and public confidence in justice. Interventions that contribute to the achievement of this overall objective will be organized by three components, which are a strategic and coherent in relation to the Action Plan of the Government and the EU. These components are structured into several specific objectives including a concentrated version is presented in the following paragraphs. Specific objectives The specific objectives of this contract are: The specific objective of this contract is to recruit Programme Support Unit (PSU) "Support for the reform of justice in Algeria (PASJA)" by the provision of key experts and other pool non-leading experts in the various areas covered by the program, until the end of its implementation. The PSU will support the Algerian authorities, including the Programme Director and the delegation, in the management and implementation of the Programme. It is expected that, in close coordination with recipient structures. Key expert 1: Justice Reform Expert - Team Leader (Team Leader) As team leader, he leads the team of experts and advises the DP Management of the program and all activities of the program components. It prepares, with the help of the team, the annual work plans. It prepares the semi-annual reports and the final report. Strong interpersonal skills, coordination, facilitation and communication French language required. General professional experience The expert must prove at least 10 years of professional experience. Specific professional experience Experience of at least 4 years and preferably 5 years of experience in the field of reform of the justice sector. At least 1 experience as team leader Professional experience in at least one of the Maghreb countries is desired. Key expert 2: Senior expert of the administrative and financial section of UAP The expert manages the administrative side of the PSU contract. It is responsible for monitoring the UAP contract of use of the resources available under the non-leading technical expertise It provides the aspect of logistics actions of training and study tours. It assists the team leader in preparing Tdr for recruiting nonprincipaux experts; The expert shall assist the Team Leader in the preparation of annual work plans and the drafting of reports. It responds to the request of the delegation, in documentation, and documentaries supports any kind Qualifications and skills A level studies tray + 4 in the field of economics, management or equivalent. French language required General professional experience The expert must prove at least 10 years of professional experience. Specific professional experience Experience of at least 4 years and 5 years preferably in the administrative and financial management of projects. At least 1 experience in the procedures of the European Union in the framework of external actions. Key expert 3: Senior Expert of the judiciary and training The expert will be responsible for the following: It assists the team leader in the preparation of annual work program plans. It assists the team leader in the preparation of interim reports and final report of the PSU. It plans with the team leader and prepares TDR and the selection file nonprincipaux of experts and oversees the training provided by the non-key experts within the contract It responds to the request of the delegation, in documentation, articles or documentaries supports any kind Qualifications and skills A Grade 5's degree in the field of Law or equivalent. A thorough knowledge of reform issues in the justice sector in the Maghreb is desirable. The job requirements imply that the expert has capabilities: to communicate clearly; have a good capacity for synthesis and writing teamwork, coordinate and listen in a multicultural environment; to organize the work, to respect and to meet deadlines. be proactive, perseverance and good capabilities vis-à-vis partner communication. French language required. General professional experience The expert should have at least 10 years of professional experience. Specific professional experience Experience of at least 4 years and preferably 5 years of experience in the field of reform of the justice sector. At least 1 experience as a trainer and / or responsible for monitoring and supervising training. Professional experience in at least one North African countries is desirable Experts assume their responsibilities independently and shall not have a conflict of interest.
