DESCRIPTION
Staff Note that civil servants and other staff of the public administration, of the partner country or of international/regional organisations based in the country, shall only be approved to work as experts if well justified. The justification should be submitted with the tender and shall include information on the added value the expert will bring as well as proof that the expert is seconded or on personal leave. Key experts Key experts have a crucial role in implementing the contract. These terms of reference contain the required key experts' profiles. The tenderer shall submit CVs and Statements of Exclusivity and Availability for the following key expert: Key expert 1: Project Co-ordinator (Technical Assistance): Minimum 450 working days over the total duration of the contract Qualifications and skills - A university degree in communication, journalism, law, economics, political, international relations, or social science or a related discipline; - Good coordination and communication skills to link all technical and conceptual aspects of the project; - Strong inter-personal and management skills; - A good general knowledge of the EU and its policies; - Sensitivity / Knowledge of Asian culture and customs; an understanding of Philippine political system and cultural values and realities would be an asset; - Excellent English expression both orally and in writing (knowledge of Filipino/Tagalog would be an asset). General professional experience - Extensive experience in public diplomacy, communication or public relations (preferably at least 10 years, but at least 5 years required); Specific professional experience - Proven professional experience in at least one (preferably two) project in advising private companies, civil society organisation, international organisations, or governmental bodies on communication, public relations, media related matters; - Experience of working and dealing at a senior level with governmental, media and civil society institutions; - Proven experience in project and human resource management, including programme planning, budgeting, disbursement and progress monitoring, preferably in a developing country; - Working experience in Asia/ASEAN in general and the Philippines in particular would be an advantage. - Proven knowledge and experience of EU project management procedures would be an advantage; The minimum percentage of working days which the "Key expert" should work in the beneficiary country is 95%. All experts must be independent and free from conflicts of interest in the responsibilities they take on.
