· Master's degree or a bachelor's degree1 (where a university degree has been awarded on completion of three years study in a university or equivalent institution) in the field of information/computer technologies (IT) or minimum of 7 years of professional IT experience in education area.

 

General professional experience

At least 6 years of experience in the sectors related to Lot 9

 

Specific professional experience

At least 6 years of working experience in Information technologies in education sector including principally skills in education information management and analyses;

· At least 2 years of cumulative experience in education sector in Kyrgyzstan;

· Working experience in at least two EU-funded projects in the education information system.

 

 

Profile: Programme Budgeting Expert

Category of expert II

Language skills

Duration 155.00 working days

· Fluent in Russian

· Working level of English

· Working level of Kyrgyz language

 

Requirements

Qualifications and skills

·Master's degree or a bachelor's degree (where a university degree has been awarded on completion of three years study in a university or equivalent institution) in the field of economics or finance or minimum of 7 years of professional experience in public finance sector.

 

General professional experience

·At least 6 years of relevant professional experience in the sectors related to Lot 9

 

Specific professional experience

·At least 3 years of working experience in the Public Finance Management;

·At least 2 years of working experience in programme budgeting in the Kyrgyz Republic;

·Working experience in EU-funded budgetary support programme, preferably in education sector, will be a strong asset;

·Good knowledge of local structure and networking

 

EC rules applicable to any EC assignment

• Working days are from Monday to Friday, if not indicated otherwise in the ToR

• Per diem covers all expenses of the expert (local transport, hotel, meals, telecom, etc.) and it is only paid if the expert stay overnight.

• International travel: the EC only reimburse economy class flight tickets
