Expert: Water Sector policies and legislation expert

 

Qualifications and skills

· Senior expert with at least Master's degree in water related engineering / science / policies, water law or policy development. In absence of a Master's degree an equivalent professional experience, accrued through working at least 15 years in relevant fields, will also be considered.

 

General professional experience

· At least 12 years' experience in policy development and implementation in any of the fields of water assessment, development or supply;

· Experience in the region and / or Lesotho will be considered an asset;

· Familiar with the Sustainable Development Goals for the broader water sector, and the operationalisation thereof;

· Demonstrated cross-cultural sensitivity; interpersonal, communication and negotiation skills;

· Computer literacy, excellent report writing skills and ability to produce quality documents;

· Possesses very good analytical skills;

· Fluency in English language (understanding, reading and writing).

 

Specific professional experience

· Demonstrated substantive and specific experience in the assessment and formulation of legislation applicable to the water sector;

· Well informed about national, regional and global broader water issues;

· Experience in and knowledge of economic, financial and institutional analysis in the water sector;

· Skills to engage in constructive dialogue with governmental and non-governmental organisations.

 

 

EC rules applicable to any EC assignment

• Working days are from Monday to Friday, if not indicated otherwise in the ToR

• Per diem covers all expenses of the expert (local transport, hotel, meals, telecom,

etc) and it is only paid if the expert stay overnight.

• International travel: the EC only reimburse economy class flight tickets
