| Project Description: The aim of the project is to provide technical assistance in the field of decentralization and local development by supporting the Syrian Government (the central Ministry of Local Administration as well as municipalities and governorates) in its process of decentralization and enhancement of municipal modernization. The expected results of the intervention are the following: The institutional mechanisms supporting local governance processes are consolidated and administrative units are modernized. Service provision and local economic developments are improved though the establishment of comprehensive local (and regional) development strategies and institutional frameworks. Institutional and human capacities are enhanced at various levels of local public administration. The technical assistance will also support the starting up of the Centre for Sustainable Development. Job Description: The senior Team Leader will be responsible for steering the project as well as for administrative and financial project management. Team Leader – Urban and Municipal Development Expert Qualifications: Advanced university degree in a subject related to this project, e.g. M.A. or M.Sc. in Urban and Municipal Development, Public Administration, Development Planning, Finance, Economics At least 15 years of experience in institutional development, public administration reform and local governance At least 10 years of specific relevant experience in decentralization, local governance, or local development At least 5 years of experience as Team Leader within the management and implementation and implementation of projects in the field of public administrative reform, local governance, and urban or municipal local development, within the framework of EU funded projects in developing and/or transitional economies. Implementation experience in several national contexts is required (previous working experience in the ENPI region would be an advantage) Sound capacity to elaborate and implement research and assessment strategies, institutional planning, human resources development and evaluation systems Proven experience in ensuring the visibility, sustainability and dissemination of project results Experience in multi-stakeholder management and strategic planning Proven ability to manage and supervise teams and coordinate field activities Full appreciation of all aspects of sustainability: environmental, economic and social Other: • All nationalities • Excellent command of English language (oral and written) • Knowledge of spoken Arabic is an asset • Proven negotiation and persuasion skills • Experience in MENA region • Working knowledge of standard computer software Key Expert – Local Development Expert Qualifications: Relevant postgraduate degree, M.A. or M.Sc. in decentralization, public administration and institutional or sustainable development At least 15 years of experience in sustainable local development and decentralization sector Implementation experience in several national contexts is required (previous working experience in the ENPI region would be an advantage) Sound and proven understanding of the social and economic components of local development At least 10 years of experience in social and economic development projects, with a proven experience in the management of grant schemes and funds in developing and/or transitional economies Relevant experience in projects with a civil society component Full appreciation of all aspects of sustainability: environmental, economic and social Other: • All nationalities • Excellent command of English language (oral and written) • Knowledge of spoken Arabic is an asset • Proven negotiation and persuasion skills • Experience in MENA region • Working knowledge of standard computer software Administrative / Financial and Procurement Expert Qualifications: Advanced university degree in a subject related to this project, e.g. Public Finance, Economics, Public Administration is an asset At least 10 years of working experience with EU procurement At least 4 years of experience with EU procedures in ENPI countries Other: • All nationalities • Excellent command of English language (oral and written) • Knowledge of spoken Arabic is a valuable asset • Proven negotiation and persuasion skills • Experience in MENA region • Working knowledge of standard computer software | |
