| The profiles of the key experts for this contract are as follows: 6.1.1.1 Team Leader and Component 5 Expert The Team Leader will be responsible for overall project management and implementation. He/She will also be also in charge of managing "Component 5 Horizontal Issues and ad-hoc requests". In order to ensure successful implementation of the project, close relationships will need to be established between the project Team Leader and the EU Delegation on the one hand, and the Ministry of Commerce as well as all other ministries and wider stakeholders to be involved in the project on the other hand (see section 4.1.3) The person appointed will have extensive experience in the implementation of trade facilitation and enhancement projects and demonstrated capacity in managing complex external technical assistance projects. The team leader will further have to demonstrate the ability to mobilise and manage technical specialists as short term experts for delivering the various technical tasks under each project component. Qualifications and skills 1. University degree or equivalent degree of at least three years in a discipline relevant to the scope of the assignment such as public administration, international relations, trade law, international trade, economics, development economics or other relevant subjects. 2. Excellent communication skills to be able to communicate convincingly and diplomatically with a wide range of contacts, including strong public speaking and presentation skills. 3. Strong project management skills to be able to manage a complex project effectively delivering results under tight deadlines. 4. Strong people management skills to be able to lead, coach and motivate a multi-cultural team to deliver the required results 5. Knowledge of EC procedures. 6. Strong analytical and computer literacy. 7. Proven excellent report writing and communication skills in English. 8. Chinese language skills an asset. 9. Good knowledge of the Chinese context an advantage. General professional experience 1. Minimum 10 years of general relevant professional experience 2. Minimum 5 years of experience in project, people and resource management Page 17 of 26 3. Experience in managing EC financed external technical assistance programmes, preferably as team leader. 4. Experience in institutional capacity building in a public administration is an asset, experience in working with local authorities at provincial level is a further advantage. 5. Experience in an international assignment is required, experience in overseas assignments in development and/or transitional economies is an asset. Specific professional experience 1. Minimum 5 years of experience in trade related assistance projects including implementation experience in an international context required. 2. Experience in working on trade facilitation; trade and/or investment policy formulation, legal and regulatory; sector and institutional reforms. 3. Experience in some of the horizontal areas under Component 5 is an advantage. 4. Experience in institution/ 5. Experience in working with the Chinese trade regulatory environment is an asset. 6.1.1.2 Component 1 Expert Services Industries Middle management position where he/she will manage activities under Component 1 of the project. He/she will be familiar with the design and implementation of a variety of trade related technical assistance activities, especially related to the service sectors. He/she will assist the team leader in the design, procurement and management of short term technical assistance experts in relation with activities in the field of services such as financial services, information and communication services, transport services, construction services, tourism services etc. The expert should be specialised in at least one of the service areas under this component, while being able to manage activities related to service industries in general. He/She will need strong skills in implementation and experience in "hands-on" working with counterpart organisations. Consequently strong coaching and inter-personal skills are essential. Qualifications and skills 1. University degree or equivalent degree of at least three years in a discipline relevant to the scope of the assignment. 2. Ability to effectively manage a wide-range of project activities in his/ her field of responsibility. 3. Ability to identify, organise, provide and manage general technical input and support to project activities in his/ her field of responsibility. 4. Ability to liaise with relevant stakeholders, both public and private, within his/ her field of responsibility. 5. Ability to organise visibility activities. 6. Strong analytical and computer literacy. 7. Proven excellent report writing and communication skills in English. 8. Chinese language skills an asset. 9. Other non-key experts CVs for experts other than the key experts are not examined prior to the signature of the contract. They should not be included in tenders. The Consultant shall select and hire other non-key experts as required according to the profiles identified in the Organisation & Methodology and these Terms of Reference. These profiles must indicate whether they are to be regarded as senior/ junior so that it is clear which fee rate in the budget breakdown will apply to each profile. All experts must be independent and free from conflicts of interest in the responsibilities accorded to them. The selection procedures used by the Consultant to select these other experts shall be transparent, and shall be based on pre-defined criteria, including professional qualifications, language skills and work experience. The findings of the selection panel shall be recorded. The selection of experts shall be subject to approval by the Contracting Authority. Note that staff of the European Union institutions cannot be recruited as paid experts under this contract. Note that civil servants and other staff of the public administration of the beneficiary country cannot be recruited as paid experts unless prior written approval has been obtained from the European Commission. A minimum of 6600 working days for other non-key experts are foreseen to support the implementation of this contract. It is expected that minimum 60% of non-key expert working days will be for senior experts. These experts will be specialists with experience relevant to the specific activity, fluent in written and spoken English, and will have expertise in one or more of the following areas: - Technical expertise on trade or investment related matters - Information management - Event organisation, logistics and implementation - Awareness raising, public relations, promotion and website management - Project management - Other fields of expertise related to trade and investment as required by the project | |
