| MISSION ORDER EuropeAid/126687/ Implementing Agency: Philippine Accreditation Office (PAO) Title of Expert: Accreditation Expert (ISO 27006) Name of Expert: Mission No. 2 1. 1. General Information The Trade Related Technical Assistance Project 2 (TRTA 2) is a development cooperation initiative by and between the Republic of the Philippines (RP) and the Commission of the European Communities (EC). Its implementation arrangements, including the role of the National Economic and Development Authority (NEDA) as requesting authority and coordinating agency, are prescribed under Financing Agreement DCI-ASIE/2007/ The overall objective "is to support sustainable poverty reduction in the Philippines through further integration into the international trade system". The specific purpose "is to enhance the capacity of selected Government agencies and state actors" for deeper integration into the system. It has four components, as follows:
The project has an operational implementation period of four years from 23 August 2008 to 22 August 2012 - and an estimated cost of EUR 7,475,000, of which EUR 6,500,000 and EUR 975,000 are to be contributed by EC and RP, respectively. It is to be implemented through "decentralized management" under which NEDA will be the contracting and paying authority for certain expenditures including for training, seminars, workshops and operating costs. For technical assistance, EC remains as the contracting and paying authority and for which a consortium led by ECA has been contracted as Service Provider. The expected period of execution of the EC-ECA service contract is 46 months and shall not in any case go beyond 22 August 2012. 2. 2. Mission Objective Please refer to ToR of TBT STE 3 Accreditation Expert, Section 2 Justification and objective. 3. 3. Tasks The Accreditation Expert (ISO 27006) shall: 1. Prepare training design and materials, for consideration and approval of PAO, for the training of assessors in Metro-Manila on ISO 27006:2007, as follows: a. 1 training seminar for two (2) days; and b. 1 onsite training for four (4) days. [Note: The selected expert shall render one (1) workday at the country of residence to prepare the design and materials, who shall be guided by the attached Guidelines in Funding of Training/Seminar/ 2. Based on the approved training design received by NEDA, act as resource speaker in the conduct of training in 1 above. [Note: The selected expert shall render one (workday) in Metro-Manila to prepare for the conduct of training.] 3. Prepare a report on training conducted, including identification of further training needs, if any. 4. Provide advisory and/or mentoring services (3 days) to assessors on ISO 27006 and related topics. 5. Prepare a short note on advisory/mentoring services provided to assessors, including an overall assessment of the existing capacity of RP assessors in discharging their functions. 4. 4. Expected Outputs 1. Training design and materials approved by PAO and submitted to NEDA 2. Assessors trained on ISO 27006 and capable of performing assessment for ISO 27006 accreditation 3. Report on training conducted presented to and discussed with PAO 4. Assessors mentored on ISO 27006 and topics related to ISO 27006 accreditation 5. Brief note on existing capacity of RP assessors to perform their mandated functions with regard to ISO 27006 5. 5. Timing , Logistics and other Arrangements The selected Expert on ISO 27006 Accreditation will be engaged continuously for 13 workdays in March 2010, in accordance with the approved ToR for TBT STE 3 Accreditation Expert, Section 3 - Scope of Work, item 1 relating to ISO 27006. A briefing meeting shall be convened by NEDA on the first day of the mission to clarify and ensure common understanding of this Mission Order, particularly the tasks and expected outputs. NEDA shall notify PAO, EC Delegation, and other concerned parties on the precise time, date and venue of the briefing meeting. The schedule of activities and allocation of workdays shall be discussed and preferably agreed upon at the briefing meeting. Otherwise, the selected expert shall discussed them further with the implementing agency and submit a day after to the Team Leader, as follows:
On or before the last day of his mission, the Expert shall present his substantive findings and recommendations at a debriefing meeting to be convened and hosted by PAO, which shall notify NEDA, EC Delegation and other concerned parties of the precise time, date and venue. At that meeting, all concerned parties shall have the opportunity to react to the findings and recommendations of the expert to be reflected in her/his mission report. The Expert shall prepare a Mission Report in accordance with the guiding principles and process specified in the attached Guidelines for Preparation and Review of TRTA Project 2 Mission Reports. All other provisions under Section 6 Logistics, Timing and other Arrangements of the ToR for TBT ISTE are applicable to this Mission Order. | ||||||||||||||||||||||||||||||||||||||||
