DESCRIPTION

1. EXPERT PROFILE

One expert of category II is requested for this project. His profile is the following:

Qualifications and skills

· At least a Masters degree, preferably including studies in one of the following disciplines: accounting, audit, public finance, public administration, business administration, economics; or at least 8 years of experience additional to that required under General professional experience;

· Excellent English writing, speaking and reading skills;

· Knowledge of Arabic, spoken and written, would be an advantage, but is not essential;

General Experience

· At least 10 years experience in the field of public finance management, or professional service organisations in a role providing services or advices to the public sector in the fields of public finance and/or auditing.

Specific professional experience

· At least 3 years of experience in conducting evaluations, preferably for EC funded projects.

· Experience in the field of capacity building or technical assistance in transition or developing countries (as a manager, team leader, or consultant).

· Experience in the occupied Palestinian territory would be an advantage, but is not essential;

· Experience in post conflict/conflict countries would be an advantage, but is not essential.

2. LOCATION AND DURATION

Ø Starting period

The indicative starting date should be 24 March 2010.

Ø Foreseen finishing period or duration

The duration of the project will be 75 days.

Ø Location(s) of assignment

The assignment will take place in the occupied Palestinian territory (oPt), and more specifically in Ramallah (where most of the meetings with the contractor and beneficiary will take place). There will be no travel to the Gaza Strip – the expert will interview stakeholders in the Ministry of Finance and Ernst & Young who will have had some experience of the project's initial activities in Gaza. (A briefing and a de-briefing meeting will be held at the office of ECTAO[1] at the start and the end of the assignment).

A limited number of home based working days are also foreseen.
