| DESCRIPTION | |
| Required outputs The result expected from the assessment exercise is a report that will provide the Government of Myanmar with an objective and comprehensive basis for programming the long-term development of officiai statistics. It will also provide development partners a better understanding and requisite knowledge of the institutional and administrative framework for the programming of statistical cooperatiòn so they can improve the relevance, quality and sustainability of their capacity-building activities in statistics in the country. EXPERT PROFILE Number of experts will depend on the extent of coverage of the assessment. For a full coverage assessment, a team of about rive (5) can be fielded during the first mission. Individuai TORs will be developed for each expert and agreed to by the five institutions involved, based on the specific expertise required, as reflected in the list of areas. Other organizations may participate in the assessment on invitation of the collaborating institutions. Myanmar UNCT M&E Group will coordinate ali assessment activities in dose coUaboration with the overall focal point designated by the Government for the assessment. Each participating body should appoint its own expert and be responsible for its own costs. The five organizations will select a team leader from among the appointed experts. 3.1 Number of required expert per category The European Commission will contribute with one senior expert from the category 1. 3.2 Profile required The expert shall have the following qualifications and experience: - A senior statistical expert with a University degree, • preferably in statistics, development economics, social sciences or a related discipline, with at least 10 years' professional experience out of which at least ten years of international working experience in developing countries and/or emerging economies. - Experience of drafting high-quality programme evaluation and monitoring reports for international donor agencies; - Experience of working with National Statistical Systems; - (Preferably) experience of evaluating community programmes, notably in statistics; - An understanding of National Strategies for the Development of Statistics and the Millennium Development Goals; - Experience of planning and conceptualising multi-donor strategie frameworks for assistance, aid management and developing mechanisms for effective donor coordination; - Expertise in the follo wing areas of statistics: Statistical ethics and principlès, Quality Assurance Frameworks, Statistical Training, Economie Statistics. Substantial policy analysis skills and proven ability to develop strategies for policy dialogue and engagement with government authorities; - (Preferably) A proven track record of similar work in SE Asia region and/or in Myanmar; - Excellent facilitation, diplomatic, communication and team working skills; - An excellent working command of English (spoken and written). 3.3 Working language The working language will be English. | |
