| Job position: Key expert 1: Team Leader and Labour market expert; Key expert 2: Labour market expert Project description: Project will be financed within IPA Human Resources Development component and will contribute to the objectives of the Human Resources Development Operational Programme (HRDOP) Priority Axis 2: Reinforcing social inclusion of people at a disadvantage (Specific objective: To increase the employability of disadvantaged persons and assist their access to the labour market). Under the Measure 2.1 of the HRDOP support will be given to promote the social inclusion of disadvantaged groups through their integration to the labour market. Job description: Component I: Result 1: Gender sensitive and tailored made active labour market measures targeting disadvantaged groups of women put in place and promoted on regional and national level. 1.1 Conduct comprehensive analysis of the position of women in the Croatian labour market (with the emphasis on disadvantaged groups such as unemployed women over 40, long-term unemployed women (more than 1 year), inactive women, unemployed women from counties with the highest unemployment rates , unemployed women belonging to national minorities with the focus on Roma minority etc.). 1.2 Evaluate the results of active labour market measures targeting disadvantaged groups of women in the labour market implemented by various institutions and stakeholders. 1.3 Development of the best practice handbook on implementation of active labour market measures (accompanied with a short documentary movie). 1.4 Training of the public administration employees and representatives of the civil society sector in gender mainstreaming implementation in labour market policies and in design, implementation and evaluation of the active labour market measures targeting disadvantaged groups of women in the labour market. 1.5 Development of the new sets of active labour market measures targeting disadvantaged groups of women in the labour market. Component II: Result 2: New approach based on the mutual cooperation between CES and SWC in delivering services targeted at disadvantaged groups of women introduced. 2.1 Development of a new set of working methods for public institutions targeting disadvantaged groups of women in the labour market. 2.2 Training for public administration employees (CES and SWCs) in the provision of new working methods targeting disadvantaged groups of women in the labour market. Qualifications: Key expert 1: Team Leader and Labour market expert Duration and Location of Assignment: At least 270 working days over 18 months Zagreb, with extensive travelling throughout Croatia Qualifications and skills university degree fluency in both written and spoken English computer literacy General professional experience 15 years of professional experience in the field of labour market, but a minimum of 10 years required; minimum of 4 years of experience as a Team Leader in managing projects funded within the framework of EU programmes. Specific professional experience experience in designing labour market services for disadvantaged groups; experience in capacity building for public employment services. Key expert 2: Labour market expert Duration and location of the assignment At least 230 working days over 18 months Expert will be located in Zagreb with extensive travelling throughout Croatia. Qualifications and skills university degree fluency in both written and spoken English computer literacy General professional experience 10 years of professional experience in the field of labour market, but a minimum of 7 required; experience in the field of employment of disadvantaged groups of women. Specific professional experience experience in the evaluation of active labour market policy measures; experience in design of active labour market policy measures; experience in provision of training programmes. Other important information: At least 95% of the Consultant activities should be conducted in Croatia. | |
