| DESCRIPTION | |
| Experts' Profiles The mission will be composed of 2 key experts with the following profiles and qualifications: Common features: • minimum experience of 10 years, including experience in the West Africa region; • full working knowledge of English, no interpretation / translation service should be required; • excellent report writing and communication skills; • excellent computer skills. Key expert 1 (Institutional expert): Absolutely required skills • Senior expert, team leader; • Transport economist/project planner & analyst or senior highway engineer with institutional support experience; • Educated at least to Master's level in a relevant subject; • Extensive and relevant experience in identification and feasibility studies for capacity building and institutional support in the roads sector. Other skills • Experience in sector-wide approaches in the transport sector, and knowledge of financial modalities for sector strategy implementation and cooperation (projects, co-financing, sector budget support); • Knowledge of road sector institutional development projects including development of training centres, implementing institutional reform programmes, project monitoring & evaluation and/or road sector planning would be an advantage; • Experience in implementing innovative approaches to road sector capacity building is an important asset. Key expert 2 (Road infrastructure expert): Absolutely required skills • Senior expert in rural road construction, with a focus on combining labour-based and plant-based techniques; • Educated to at least Master's level in a relevant subject; • Extensive and relevant experience in road project planning and construction, with specific knowledge of labour-based and plant-based techniques, particularly in the construction of unsealed and/or rural roads; Other skills • Experience in community-based approaches to road rehabilitation and maintenance is important for this study; • Experience in assessing sector approaches to feeder road rehabilitation and maintenance are also important for this study, as is experience of the use of micro-enterprise creation for the sustainable long-term maintenance of rural roads. The consultant shall also provide details of the personnel who will fulfil one or more of the following functions: • Preparation & implementation of participatory workshop for project design using the logical framework, • Social impact studies and gender integration analysis; • Environment Impact Assessment (if required). Location and duration Starting Date of Assignment As soon as possible after the signing of the contract, and preferably no later than 08/03/2010 (first working day). Duration of the Assignment The timetable proposed below is indicative and outlines the main administrative and methodological steps of the study. The consultant may indicate other complementary steps in his methodology, if necessary. The final detailed time planning will be set out in the inception report. The following timetable assumes that the experts will work 6 days per week, i.e. including Saturdays, while in Liberia. Location of the Assignment The assignment will primarily be carried out in Monrovia, Liberia, with a possible field visit to counties (Car rental costs about USD 75/day including driver, without fuel). | |
