| Job position: Senior Communication Expert Project description: The global objective of the project is to increase the overall visibility of the projects managed by the ECLO to Kosovo, in particular the Operations Section. The specific objectives of the project are: • The drafting of the visibility and communication strategy for the Operation Section. • The production of a visibility and communication materials/items. • Strengthening the capacity of the ECLO staff and contractors in promoting the EC projects in Kosovo Job description: The contractor is expected to work closely with the Programming and Quality Assurance Task Manager in Operations Section and if needed with the ECLO Press & Info team. Assessment of the current situation - The contractor is expected to collect information from the ECLO task managers and project teams and assess the visibility and communication needs of the EC projects in Kosovo. Drafting of the visibility and communication strategy - Based on the needs assessment carried out, the contractor shall draft the visibility and communication strategy, which will set forth the plans and actions in regard to promotion and visibility of EC projects managed by ECLO in Kosovo. The strategy will be in line with the general communication directions of the European Commission. Capacity Building on communication- The contractor shall deliver 3-4 one-day training sessions for ECLO staff and implementing partners on communication and visibility. The number of participants should be between 20 - 25. At least two of the trainings will take place in the ECLO premises. The training sessions should aim at strengthening and improving communication and drafting/writing skills in order to construct effective and appealing messages and to deliver them to different target audience. The trainings should be based on examples and practical exercise. Production/Printing of the promotional materials - The contractor shall be responsible for the design and printing of the visibility materials as per the outcomes of the needs assessment and communication strategy for visibility and communication materials and services (cf. translation & interpretation services which are very much needed). The activity will include design and production of visibility materials and items such as posters, leaflets, fact sheets, booklets with success stories, stickers, folders and other. The promotion materials will be adapted according to the variety of the public targeted: general public, youth (schoolchildren and students), public sector, business community, media, civil society, academic circles. The materials will need to be translated in the five local languages (Albanian, Serbian, Bosnian, Turkish and RAE language). The contractor shall also be responsible for the distribution of the materials produced. Costs for translation and interpretation services related to the projects' visibility events shall be included in this activity. Required Outputs • Needs Assessment report; • Visibility and Communication strategy with a concrete action plan to implement it; • Production and Printing of the promotional materials; • 3-4 training sessions carried out. Qualifications: • Excellent command of written and spoke English is required; • Strong drafting and editing skills; • Basic knowledge on European integration and enlargement related issues; • Up to Masters degree (where a university degree has been awarded on completion of four years study in a university) with 10 years experience, or bachelors degree with 11 years experience or 14 years of professional experience in the fields of Public Relations/Marketing • 10 to 15 years of professional experience in the area relevant to the assignment; • 3 years but preferably 5 years experience as a communication expert / advisor in donor funded projects in countries covered by art. 19 of the IPA regulation1; • Experience in providing 3 or more training session in communication/ | |
