| DESCRIPTION | |
| The overall objective of the Programme (financed by EuropeAid) is to assist the Government of Syria's fiscal reform process to meet its wider economic goals as stated in its Tenth Five Year Plan, by improving effectiveness of public expenditure management; and by deepening and broadening revenue reform. This project can make a substantial contribution to creating an enabling environment for future budgetary support. Profile The Public Expenditure Management expert will be a long-term expert. He/she will be based in Damascus and will work with the MoF for the whole duration of the Contract. He/she will maintain a supportive role and contribute to the improvement of the effectiveness of public expenditure management. Responsibilities • Support the programme in the field of public expenditure and budgetary planning. • Support the implementation of the Public Expenditure and Financial Accountability Performance Framework. • Provide support to the MoF in policy-based multi-annual budget. • Give advice for the setting up of a macro-fiscal unit. • Assist in the rollout of chart of accounts using new classification. • Assist in improving the predictability and control in the budget execution. • Plan and monitor short-term expertise in the area of responsibility. • Assist in the preparation of work plans and reports. • Monitor progress in the area of responsibility. • Prepare technical notes for area of responsibility. • Plan and monitor training activities in the area of responsibility. • Evaluate the effectiveness of training in the area of responsibility. Qualifications, experience and skills • PhD or Masters Degree or equivalent in economics, public finance, law, public administration or related subject. • At least 10 years of practical experience in public expenditure and budgetary planning, budget preparation and execution and performance based budgeting, preferably in developing and/or transition countries. • At least 5 years of relevant experience in public expenditure policy development (implementation experience in several national contexts required). • At least 5 years of relevant experience in the management and implementation of projects related to public finance reform, preferably EU funded. • Practical experience of working in a public administration public finance/fiscal policy environment. • Demonstrated strong expertise in public expenditure management with reasonable knowledge of revenue reform. • Demonstrated experience of policy work and of providing advice at senior/high levels. • Hands-on experience in working with beneficiary organisations in institutional capacity building. | |
