| Profile: Expert 1 - Institution Building in Public Internal Audit Expert Requirements Categoy of expert Senior (at least 10 years of experience) Duration 100 working days 3. EXPERTS PROFILE The consultant shall have experience in Internal Audit and modern Public Financial management systems in public administration and preferably be a member of an internationally recognised professional body of Internal Auditors. She/he should have a thorough understanding of governance and Quality and Risk Management. Key expert : Institutional Building in Public Internal Audit Expert (Cat. Senior – 100 working days) He/she will be responsible for designing and delivering the training of internal audit methodology according to international standards. He/she will be responsible for delivering the results and the efficient use of the project's human and financial resources. This includes the timely submission of reports and the responsibility for all administrative and logistic arrangements related to the contract. He/she will report to the EC Delegation and the Ministry of Finance for the technical input. Qualification and skills • University level of education Economics, Public Finance, Accounting or Internal Auditing or equivalent; • Membership of an internationally recognised professional body of Internal Auditors through examination an advantage • PC literacy • Excellent writing and communication skills General professional experience Minimum 10 years professional experience as auditor in a public administration and/or as consultant Specific professional experience - Excellent knowledge and practical experience acquired in a public administration of public financial management systems and controls - 6 year experience of performance/ - 4 year experience with training design and delivering for public administration in the field performance /compliance audit in public administrations, - Proven working experience in the internal and external audit area in a public institution - Sound knowledge of auditing standards as defined by audit institutions (ref. INTOSAI, and IFAC/IAASB) - Membership of an internationally recognised professional body of Internal Auditors through examination an advantage. - Experience in ENP or former Soviet Union countries with advisory/TA role would be an asset Language Skills Fluency in written and spoken English LOCATION AND DURATION The assignment is foreseen to start in February 2009 with a briefing of the Project Manager in the EC Delegation. Final report and invoice must be submitted by November 2010. Duration of each mission will be defined during the inception phase. EC rules applicable to any EC assignment • Working days are from Monday to Friday, if not indicated otherwise in the ToR • Per diem covers all expenses of the expert (local transport, hotel, meals, telecom, etc) and it is only paid if the expert stay overnight. • International travel: the EC only reimburse economy class flight tickets | |
