| DESCRIPTION | |
1. REQUIREMENTS 1.1. Personnel Performance of the contract (and therefore payment) is based on working days only. Weekends, public holidays and home-based work are non-working days unless prior written approval is provided by the Contracting Authority. The Consultant will be paid for days actually worked on the basis of the daily fee rate contained in the budget breakdown (Annex V). Tenderers must annex the 'Estimated number of working days' worksheet contained in the spreadsheet for Annex V to their Organisation and Methodology (Annex III) to demonstrate correspondence between the proposed methodology and the expert inputs. 6.1.1 Key experts All experts who have a crucial role in implementing the contract are referred to as key experts. All claims of experience must be substantiated by employers references. The preferred profile of the key experts for this contract is as follows: Key expert 1: Team Leader Project Management Expert in Tourism (350 working days over 24 months) The Team Leader, a long-term senior expert based in Belgrade, will have overall responsibility for the smooth running and timely implementation of the project and the efficient use of project funds. He/she will be responsible for the execution of all activities related to networking, coordination and communication of the project, the organisation and smooth operation of the Steering Committee together with overall quality of the services provided and consistency of the reports and deliverables produced under the assignment. The Team Leader will need to play a lead role in project implementation. The Team Leader should have the following background/experien Qualifications and skills · Relevant university degree, preferably in economics, management, marketing or other relevant social science, where the normal period of university education is at least three years. · Excellent communication (including MS Office applications) and leadership skills. · Fluency in the English language, including effective spoken, presentation and written reporting abilities. · Postgraduate university degrees in relevant areas will be considered as an advantage. General professional experience · At least 10 but preferably 15 years of professional experience in institution/ · Proven experience as a Team Leader of at least one similar complex technical assistance project. · Experience in the Region or in the recent EU accession countries connected to developing and promoting tourism sector will be considered as an advantage. Specific professional experience · Experience with implementation of organisational change recommendations, needs analysis and training in tourism development agencies/institutio · Experience in the implementation of tourism development projects. · Knowledge and experience of EU procurement procedures. · Experience in developing feasibility studies/master plans in tourism area and country branding and international tourism promotion will be considered as an advantage. Key Expert 2: Finance Management Training Expert (100 working days over 24 months) Qualification and skills: · Relevant university degree, preferably in economics, management, marketing or other relevant social science, where the normal period of university education is at least three years. · Excellent communication (including MS Office applications) and leadership skills. · Fluency in the English language, including effective spoken, presentation and written reporting abilities. · Postgraduate university degrees in relevant areas will be considered as an advantage. General professional experience: · At least 10 years of professional experience related to training in the financial management, of which at least 3 years of experience will have been gained in tourism sector. Specific professional experience: · Experience in developing training manuals and training modules in finance management area. · Experience in development and implementation of institutional budgeting and forecasting process including analysis of business risks and opportunities. · Experience in forecast management activities (input collection, processing, rationality validation, interpretation and report creation) and comparison of performance data metrics will be considered as an advantage. 6.1.2 Non-key experts (minimum of 1950 days) CVs for non-key experts should not be submitted in the tender and will not be examined prior to the signature of the contract. The Consultant shall select and hire other experts as required, according to the needs and profiles identified in the Terms of Reference, Consultant Technical Proposal and other planning documents. These profiles should indicate whether they are to be regarded as long-term/short- During the inception period the Consultant will prepare detailed plans for the deployment of the pool of non-key experts throughout the duration of the project. Each assignment will be subject to the prior written approval of the Contracting Authority. The selection procedures shall be transparent, and shall be based on pre-defined criteria, including professional qualification, language skills and work experience. All junior posts will be published in the national and local press. The content of those advertisements will be subject to a prior written approval by the Contracting Authority. The findings of the selection panel shall be recorded. Civil servants and other staff of the public administration of the beneficiary country can not be recruited as experts. The Consultant should pay attention to the need to ensure the active participation of local professional skills where available and a suitable mix of international and local expertise in the project team. Note that there no longer is a distinction between local and international experts. All experts must be independent and free from conflict of interest in the responsibilities accorded to them. The Team Leader and the other key experts will be assisted by a number of experts who will be suitably qualified and capable to provide the necessary skills and knowledge required under the following indicative headings: · Development and management of tourism destinations. · Project proposal definition. · Management of infrastructure projects. · Development of feasibility studies. · Development of master plans. · Legal issues and local legislative for real estate. · Real estate development. · Tourism Destination competitiveness strategy and activities. · Marketing, branding and international promotion in tourism. · Public relations/communica The Consultant may propose other non key expertise in addition to or instead of the fields identified above in their Organisation and Methodology. The consultant must also ensure that the short-term expertise includes sufficient experience in the fields of gender equality, minority inclusion and environmental protection, so that the Consultant can take adequate account of the cross-cutting issues in the performance of the project. The Consultant's Organisation and Methodology should explain how this will be achieved. | |
