| Project description: As part of its 10th National Development Plan (NDP 10) and the National Human Resource Development Strategy approved in 2009, Botswana has committed to establishing a better link between employment and training/education. Special attention will be given to the development of labour market understanding and policy formulation, promoting improved employment opportunities specifically for young people with a particular focus in areas that contribute to economic diversification. The Government has committed to the establishment of a Labour Market Observatory (LMO) to drive this objective. Within the framework of the 2008-2013 Country Strategy Paper (CSP) for Botswana, and as a follow-up of the 2007 LMO feasibility study funded by the European Commission (EC), the EC and the Government of Botswana have agreed to support the establishment of the Labour Market Observatory by providing technical expertise to facilitate the establishment of the LMO. Overall Objective The overall objective is to address the mismatch between the skills demand and supply, through the provision of appropriate labour market information and the strengthening of the relevance of demand-oriented formal and informal education and training. Specific Objective The specific objective of the assignment is to facilitate the establishment and effective functioning of the Botswana Labour Market Observatory in accordance with the agreed national human resource planning approach. Job description: The Expert is expected to undertake the following indicative activities. These activities and the mission outputs will be reviewed and revised if necessary in the Inception Report: 1. Inception phase 2. Establishment of the institutional framework for the LMO 3. Development of a Labour Market Information System 4. Develop/implement a research strategy 5. Capacity building 6. Awareness campaign 7. General Reporting requirements In undertaking the above tasks, the expert will need to give specific attention at all times to the need to coordinate with key stakeholders, especially the Human Resource Development Advisory Council, in order to avoid duplication and ensure coherence and consistency with the shift in human resource planning proposed and approved in the National HRD Strategy. Qualifications: KE1: Labour Market Information Specialist (Junior expert - 205 working days): At least 4-year university degree or equivalent diploma in economics, labour, human resource planning or other field related to the assignment; At least 3 years of relevant professional experience, additional experience will be a strong asset; At least 3 years of hands on experience in successfully managing labour market information/ Experience of applying labour market analytical tools and model building using econometrics and statistics with a view to inform skill needs and human resource planning is essential; Experience in implementing a similar assignment is an asset; Experience in working in a relevant position in a labour market observatory or similar institution a strong asset; Experience in conducting broad stakeholder consultation and surveys in matters specifically related to labour market information and human resource planning; Strong advocacy and communication skills; Fluency in English and computer literacy. KE2: IT/Information System Specialist (Senior expert - 22 working days) At least 3-year university degree or equivalent diploma in ICT, database/system development, statistics or other field related to the assignment. 6 years of relevant professional experience (in addition to the required years of professional experience listed below) could be considered as equivalent to the university degree; At least 10 years of relevant professional experience; At least 5 years of professional experience in computer-based data collection and analysis systems; Experience in developing/installi Fluency in English and computer literacy. Other important information: The Consortium is required to submit a short methodology describing the key issues and how the experience of the proposed expert will contribute to a successful implementation of the project. Capacity building needs to be given specific attention in the methodology. The timetable for the input of the IT expert is flexible to ensure that the best possible expert corresponding to the above criteria can be available for this mission. | |
