| An Expert (Category I) with: • Advanced Academic Qualification in Economics or similar academic background. • Minimum of 15 years of international experience • Sound knowledge and previous proven experience in fiscal policy, Budget Management and Budget Execution in developing countries. • Sound knowledge and Experience in European Development Fund and European Commission/Union development policies. • Experience in African countries, particularly in West Africa, is preferable • Excellent English language skills – both verbal and written. 4. DURATION AND LOCATION Starting period The consultancy assignment should start in early March 2008. Work inputs can be divided in several missions over a period of a year, as to be agreed with the EC Delegation. It is anticipated that at the beginning of the assignment a period of one month should be spent in Freetown, to ensure prompt commencement of the assignment. It is envisaged that the tasks of the consultant will be performed within an indicative period of 6 months – the working time being two (2) months (40 person/working days) in Sierra Leone. The Consultant will work closely with the Ministry of Finance and Economic Development and donors and will adopt a participatory approach geared towards developing the knowledge and capacity of the government of Sierra Leone. Planning Due to the limited office space at the Ministry of Finance and also the need to observe security rules with the European Commission Delegation, the Consultant will have to work from his/her accommodation. The Delegation will assist in facilitating meetings with stakeholders. Transportation, accommodation and other services (e.g. internet connection photocopies) will be the responsibility of the expert/contractor, as well as any other equipment that may be necessary for the completion of the assignment (e.g. laptop computer). These costs are covered by the per diems. | |
