| The mission team will consist of one expert of category II and one expert of category III (1) Team leader- expert in education strategic planning, category II • Graduate degree in related field such as public policy, education administration, public administration, management, or finance, with an emphasis in education policy and management. • Strong analytical and consultative skills. • Proficiency with MS Word, MS Excel, and MS PowerPoint. • Seven or more years of professional experience in the field of education management, policy, finance, and planning. • Experience in working as a strategic consultant in the sector of education. • Experience from at least one developing country in assisting the government to draft strategies and action plans. • Experience in advising governments at central level, and in particular public administration bodies responsible for education. • Excellent oral and written communication skills: ability to work with senior government officials and other stakeholders (donors, civil society etc) to build consensus. • Fluency and good report writing ability in English, while knowledge of Russian will be an asset. • Ability to provide trainings to the government staff. (2) Educational Expert, category III • Background in the related field. • Experience in public education systems. • Minimum of 5 years experience in research, preferably in an institutional advancement within public educational institutions, or equivalent combination of education and experience. • Strong research and technical skills. • Strong written and oral communication skills • Fluency and writing ability in English and Russian (Kyrgyz will be an asset) with a good working knowledge of use of standard computer software. Specific professional experience • Working experience and knowledge of government system of KR will be an asset • Experience in providing training and capacity building • Good knowledge of local structure and networking All experts must be independent and free from conflicts of interest in the responsibilities accorded to them. In particular, civil servants, staff of the Project Partner and other staff of the public administration of the beneficiary country cannot be recruited as experts or be paid by the project's funds. | |
