| We are going to submit an offer for the EC FWC project "ISMF Activity 3.2 – Preparing for Modernisation of Ministry of Industry ; Training and Capacity Building of the Higher Level Management of the Ministry of Industry " We are looking for the following experts Expert 1, Category II: 75 working days; Expert 2, Category III: 75 working days; Expert 3, Category III: 45 working days. Expert 1 – Industrial Governance and Policy Expert and Trainer – Team Leader, Category I General qualifications: - University degree in Economics, Law, Public Administration or related fields - An advanced degree in Business Administration (MBA) would be an added qualification - Sound communication skills - Fluent in speaking, reading and writing in English and able to produce high-quality reports in English language within a limited time-frame - Computer literate - Strong Team Leadership abilities and communication skills - Strong inter-personal skills and ability to work in a multicultural environment Specific qualifications: - At least 15 years of experience in the field of Industrial Policy Development of which at Training and Capacity Building of the Higher Level Management of the Ministry of Industry ; at least 10 years professional experience of working or advising at a senior level in a Central Government Body and in applying the experience in the field of Industrial Policy Development and Reform to transitional economies undergoing substantial economic reforms, combined with a solid experience as management trainer or teacher/professor a higher education level - Specific experience in Developing Industrial Policy and particularly of Industrial Clusters - Specific experience in transitional/ - Specific experience in dealing with the Industrial Policy Reform - Demonstrated experience in defining Sectoral Policies in the Industrial Sector - Extensive experience in transitional countries and/or emerging economies - Extensive experience in policy advise to governments in the field of Industrial Policy - Familiarity with the situation in Syria and/or in the region would be an advantage Expert 2 – Industrial Policy Expert and Trainer, Category II General qualifications: - University degree in Economics, Law, Public Administration or related fields - An advanced degree in Business Administration (MBA) would be an added qualification - Fluent in speaking, reading and writing in English and able to rapidly produce high-quality reports in English - Computer literate - Able to work as a team, with close cooperation and coordination with other staff involved. Specific qualifications: - At least 10 years of overall experience in the private and/or public enterprises sector and have a demonstrated experience in setting up or revising Industrial Policy Strategies, combined with a solid experience as management trainer or teacher/lecturer a higher education level - Extensive experience in transition countries and/or emerging economies - Extensive experience in policy advise to governments in the field of Industrial Policy - Good knowledge of Arabic and familiarity with the situation in Syria and/or in the region would be an advantage Expert 3 – Training Coordinator, Category III General qualifications: - University degree or at least 10 years professional experience - Sound communication skills - Fluent in speaking, reading and writing in Arabic and good knowledge of English - Computer literate - Good inter-personal skills and ability to work in a multicultural environment Specific qualifications: - At least 5 years of professional experience during which the expert organised and coordinated training programmes - Good knowledge of the Syrian Public Administration - Specific experience in industrial policy issues - Familiarity with the economic situation in Syria | |
