| Number of requested experts per category and number of man-days per expert One category II Expert is required for this assignment for a total of 130 man-days (working days) to be delivered in Malawi within a maximum period of 8 months. The expert will be working on a basis 5 working days per week and all working days will be delivered in Malawi. Profile required The profile of the Expert must meet the following criteria: A Masters Degree level of qualification in Accountancy, audit or financial management and accounting. Not less than 10 years of solid work experience and expertise in development programmes in the field of financial project management and administration. A previous experience in Sub-Saharan Africa would be an asset. A minimum of three years experience in financial management of 9th EDF funded programmes. S/he should have demonstrated a specific professional experience in the following areas: Installation of management, accounting and information systems for controlling and reporting project activities, financial forecasts and reporting on projects of similar dimension An excellent and up-to-date practical experience in the use of the 9th EDF financial and procurement procedures including: ï§ Preparation and management of programme estimates (PE) ï§ Preparation and launch of supply and services tenders ï§ Management of contracts. Project cycle management including the use of the logical framework and project monitoring LOCATION AND DURATION The Consultant will be expected to deliver 130 working days within a maximum period of 8 months in Malawi, mainly in Lilongwe (at the Project Management Unit offices). Some visits to regional offices and district offices should also be anticipated for consultations with regional and district staff. Starting date Performance period should start no later than 15 days after the signature of the contract. Foreseen Finishing Period or Duration The overall period of the services is expected to be not more than 130 working-days on the basis of 5 working days per week. Therefore, fees will be paid for not more than 130 working days and per diems will be paid for not more than 182 days. The total duration of the contract is 8 months from the start date. This takes into account a period of 45 days for commenting on the final draft report, a period of 7 days for finalising the final report and any leave days that may be foreseen, No fees nor per diems will be paid on these days. Location (s) of assignment: The expert will be based in the PMU offices in Lilongwe and will be required to travel within Malawi. A provisional budget of a maximum of 5,000 is foreseen and should be provided for in the offer budget. | |
