DESCRIPTION

Key expert 1: Team Leader & Intitutional Capacity Building Expert (KE1)
KE1 will ensure the efficient coordination of all project tasks and will be responsible for the overall management and functioning of the project, the organization of the work of other experts, the design and implementation of the detailed work plan, the selection of non-key experts, the coordination of contacts with the beneficiary, with stakeholders, with the steering committee and with other donor-funded projects. He/She will also be responsible for regular liaison with the EU Delegation. He/She shall ensure that all tasks are organized within the framework of specific ToRs and Logframe, and that reporting on all of the tasks is done in a timely fashion. He/She shall be responsible for keeping records and files.
Qualifications and Skills:
At least a Master's Degree Academic level in a field related to one or more of the following disciplines: law, economics or a related filed OR equivalent experience of at least 13 years in the relevant sector; A post-graduation in the field of the Intellectual property will be considered as an advantage; Strong interpersonal skills, communications skills and the ability to work in a multicultural environment; Excellent verbal and written command of English; Proven management and leadership skills with diverse interdisciplinary teams and within complex institutional and organizational settings;
General Professional experience:
At least 12 years' experience of working with or for government institutions; Experience of working in Arab countries would be an advantage; Specific Professional Experience:
At least 12 years' experience in capacity building of government organizations in the field of registration or enforcement of Trademarks and Industrial Designs or Intellectual Property Rights; Experience as a team leader gained in implementing international donors funded projects in at least 1 or preferably 2 projects in the field of Intellectual Property; Experience of designing and conducting training sessions for staff would be an advantage; Experience of working with EU development projects and/or projects to satisfy the Association Agreement requirements would be an advantage. The team leader is expected to spend at least 80% of his/her time input in the Beneficiary Country.
Key expert 2: Legal Expert in Trademarks and Industrial Designs and (KE2)
KE2 will be responsible for ensuring the consistency of all components of the project which relate to trademarks and industrial designs legislation, and other related legal provisions. KE2 be mainly dedicated to providing support to the Trademarks and Industrial Designs Office and any other required duties as per project needs. KE 2 will be responsible to ensure consistency and accuracy of the legal aspects of advice provided by short term and non - key experts. He/She will take the lead role in designing and conducting training sessions, seminars, workshops and roundtables, both within the Trademarks and Industrial Designs Office and in relation to all other project components. He/She shall be in charge of coaching Trademarks and Industrial Designs Office staff and management in legal matters on a day to day basis. KE2 will also advise KE1 on designing profiles for and on selecting short term, non-key experts.
Qualifications and Skills:
At least a Master's Degree Academic level in a field related to one or more of the following disciplines: law or a related field OR equivalent experience of at least 13 years in the relevant sector; A post-graduation in the field of the Intellectual property will be considered as an advantage (LLM, Doctorate or equivalent); Fluency in both written and spoken English is essential.
General Professional Experience:
At least 12 years' experience as Legal Practitioner or Attorney (without prejudice to any national denomination of equivalent positions under the rules of the legal profession) or equivalent; Experience in the field of trademarks and industrial designs would be an advantage; Legislative drafting skills, preferably in the context of transposing EU laws would be an advantage;
Specific Professional Experience:
At least 6 years' experience in the detection of Intellectual Property infringements and enforcement; Experience in anti-piracy would be an advantage; Experience in working on donor funded international projects on capacity building or legal approximation would be an advantage; Experience of providing training in the field of trademarks and industrial designs and enforcement would be an advantage. The KE2 is expected to spend at least 80% of his/her time input in the Beneficiary Country.
Non-key Experts CAT III
Qualifications and skills:
At least a Master's Degree Academic level in the field related to the tasks to be performed or equivalent experience of at least 4 years of professional experience in the sector; Very good communication and analytical skills; Good team working abilities; Very good drafting skills; Fluency in both written and spoken English; Fluency in the Arabic language.
General professional experience:
Minimum 3 years of experience in areas related to the tasks to be performed. Specific professional experience:
Experience in working with or for government institutions will be an asset. Knowledge and/or experience in IPR regulation aspects will be an asset.
Non-key Expert CAT II
Qualifications and skills:
At least a Master's Degree Academic level in the field related to the tasks to be performed or equivalent experience of at least 6 years of professional experience in the sector; Very good communication and analytical skills; Good team working abilities; Very good drafting skills; Fluency in both written and spoken English; Fluency in the Arabic language.
General professional experience:
Minimum 6 years of experience in areas related to the tasks to be performed. Specific professional experience:
Experience in working with or for government institutions will be an asset. Knowledge and/or experience in IPR regulation aspects will be an asset. | ||
