Category of expert II Duration 180.00 working days Requirements Qualification et compétences : - Avoir une formation d'au moins BAC + 5 ; - Justifier d'une bonne connaissance des projets et programmes dans le domaine des changements climatiques ; - Justifier d'une connaissance générale dans le domaine de la communication : - Justifier d'excellentes capacités d'analyse, de synthèse et de rédaction. - Avoir une excellente capacité relationnelle et de négociation. - Disposer d'une excellente capacité de formation ; - Maitriser les stratégies et outils d'intégration de la dimension changement climatique dans les politiques et stratégies ; - Disposer d'une bonne capacité d'organisation et de coordination. - Maîtriser parfaitement le français. Expérience professionnelle générale : - Avoir une expérience générale d'au moins dix (10) ans dans le domaine de l'environnement. Expérience professionnelle : - Avoir une expérience d'au moins cinq (5) ans dans le domaine de la communication environnementale et de l'assistance technique ; - Justifier d'une bonne expérience dans l'élaboration de stratégies de communication ; - Justifier d'une expérience solide en matière d'analyse et d'appui institutionnelle sur les questions de la foresterie et du changement climatique ; - Justifier d'expériences et de connaissances du contexte politique international sur la CCNUCC, le Protocole de Kyoto et les principaux acteurs dans le domaine du changement climatique ; - Avoir une expérience d'au moins trois (3) ans dans le domaine de la coopération au développement. Qualification and skills: - Have a training of at least BAC + 5; - Demonstrate a good knowledge of projects and programs in the field of climate change; - Justify of a general knowledge in the field of communication: - Justify excellent analytical, synthesis and writing skills. - Have excellent interpersonal and negotiation skills. - Have excellent training capacity; - Master the strategies and tools for integrating the climate change dimension into policies and strategies; - To have a good capacity of organization and coordination. - To master perfectly French. General professional experience: - Have a general experience of at least ten (10) years in the field of the environment. Professional experience : - Have at least five (5) years experience in the field of environmental communication and technical assistance; - Justify good experience in developing communication strategies; - Demonstrate solid experience in analysis and institutional support on forestry and climate change issues; - Justify experiences and knowledge of the international political context on the UNFCCC, the Kyoto Protocol and the main actors in the field of climate change; - Have at least three (3) years experience in the field of development cooperation. EC rules applicable to any EC assignment • Working days are from Monday to Friday, if not indicated otherwise in the ToR • Per diem covers all expenses of the expert (local transport, hotel, meals, telecom, etc) and it is only paid if the expert stay overnight. • International travel: the EC only reimburse economy class flight tickets
