DESCRIPTION
2.1 Global objective The global objective of the assignment is to provide Technical Assistance to the Bonaire Government in the course of implementation of the 10th EDF program supporting the reform of the waste and water sanitation sector in Bonaire. The assignment has a dual objective: 1. supporting the island in preparing the applications for funds, through provisions of support in drafting relevant documents and reports in relation to policy implementation and PFM and Macroeconomic assessment 2: Provide Technical Assistance within the sector to further support the reform of the sector. 2.2 Specific objective The specific objectives of the assignment are as follows: 2.3 • • Provide the technical assistance required by Bonaire Government and WEB (Water en Energiebedrijf Bonaire) throughout the implementation of the OCTs 10th EDF program. Review the state of the implementation of the Public Financial Management Action Plan and its design and carry out assessments of macro-economic stability-oriented policies and budget transparency. Requested services and required outputs The assignment is to be carried out through several fielding's and deskwork from the home offices of the experts. The experts will field twice in relation to the payment request preparations: first quarter of 2018 and second quarter of 2019. While expert no.2 will focus on the macro-economic and PFM assessment, expert no.1 technical expert (Team Leader) will assist the TAO in preparing the progress report with respect to implementation of the waste and water sanitation strategy and overall sector reform. Moreover the technical expert no. 1, will fielding one additional time for specific assignments fulfilling the remaining part of the task of provision of TA to the sector reform. The team leader may also be required to provide expert support in the course of the implementation from home office. During the assignment, the experts are expected to work closely with the beneficiary. The experts are required to review the documentation that will be made available to them by the Contracting Authority, as well as all relevant documentation and information provided during the assignment by the Beneficiary. If necessary, the contractor should request the beneficiary to provide them with additional documentation or data that they deem essential to fulfill their task. The contractor will be responsible for ensuring the quality of the use of English language in all requested reports/task outputs. Waste and waste water management expert Category of expert I Duration 51.00 working days Requirements Education: Master Degree in Waste management , water sanitation engineering or equivalent OR in its absence of a degree a diploma with equivalent of 5 years professional experience above the general professional experience Experience: At least 12 years of relevant work experience in fields of waste and waste water management Previous experience of working with EU aid procedures including on general or sector budget support or project support would be an asset Language: Very good level of written and spoken English. The working language of this assignment will be English. Knowledge of Dutch an advantage Public sector finance Expert Category of expert I Duration 28.00 working days Requirements Education: Master Degree in public finance or economics or equivalent relevant subject Experience: Macro-economist/public finance specialist with at least 12 years relevant work experience working on public sector finance or equivalent Experience assessing budget support eligibility as regards macro-economic framework and public finance management Experience in preparing and formulating budget support operations and carrying out PFM assessments for beneficiaries of EU development assistance would be an asset. At least 5 years of specific experience in public finance and budget support Proven experience in budget programming and internal audit. Experience working directly in a finance administration would be considered an asset. Language: Excellent level of written and spoken English. The working language of this assignment will be English. Adequate knowledge of Dutch to be able to read with fluency.
