Requirements Team leader - (category I) Macroeconomist/ public finance expert
Qualifications and skills University Degree: at least Masters Degree / Academic level or equivalent professional experience of 12 years.
Fluent English, oral and written;
Knowledge Azerbaijani, Turkish or Russian language would be an advantage;
General professional experience At least 12 years of experience in development policies, macro-economic analysis and/or public finance management
Specific professional experience Proven professional experience in designing, assessing and/or managing of EU budget support operations and its related mechanisms;
Review/evaluation missions of at least 2 budget support programmes, preferably of EU funded projects and programmes. At least one of these programmes should be in one of the sectors covered by budget support in Azerbaijan, i.e. justice, energy, or agriculture/rural development
At least 3 years of experience in designing, managing and/or monitoring implementation of cooperation projects;
Familiarization with the European Neighbourhood Policy and the European Neighbourhood (and Partnership) Instrument would be considered an asset;
Experience of working in transition countries, ideally under PHARE, CARDS, or TACIS/ENPI, IPA, DCI would be an asset;
The Team Leader will be responsible to deliver the requested services described under these ToR to the Contracting Authority and to coordinate the work conducted by the team.

EC rules applicable to any EC assignment • Working days are from Monday to Friday, if not indicated otherwise in the ToR • Per diem covers all expenses of the expert (local transport, hotel, meals, telecom, etc.) and it is only paid if the expert stay overnight. • International travel: the EC only reimburse economy class flight tickets |
