I. Qualifications and Experience requested for the Position
Change Management Expert (Cat I, 170 working days)
• The Expert must have a Master´s degree in Behavioural and Cultural Change Management, Organisational Change Management, Public Administration or equivalent qualification in a relevant, directly related discipline. Alternatively, an equivalent professional experience in a related field of at least 5 years – in addition to the professional experience required below – could replace an advanced degree. • At least 12 years of professional experience in the field of large scale organisational and cultural change management, including ideally in a Melanesian cultural context. • Highly developed and proven leadership, transformational change management, coaching and mentoring skills. • At least 5 years of team leader's experience in government reforms, preferably with an understanding of the specifics of PNG systems and public service culture. • Demonstrated experience working in an organisation which has decentralised staff responsibilities. • Professional experiences in Melanesia, the South Pacific or another developing country are required.

II. Description of the Assignment
Global objective To contribute to cultural and behavioural change in the Department, supporting the Secretary and key senior staff in the work of a new Organisational Strategy Division.
Specific objectives The specific objectives of the assignment are the following: • Facilitate, support and encourage the process of change management through workshops and one- on-one interaction in order to mentor and coach staff. • Support identifying strategies and harnessing external training opportunities, including basic courses in people and issues management directed at junior officers. • Re-establish effective communication channels within and external to the Department. • Design and support delivery of initiatives to assist in breaking down 'silos' within the Department.
Requested Services Required services and outcomes are the following: • An achievable plan, agreed by the Senior Executive - to measurably improve performance, defined in the inception report, on key areas of need in the Department as indicated by the Secretary. • Strengthened mechanisms and capacity for formal reporting and improved accountability to key stakeholders. • Performance management systems are widely embraced and supported; effective communication and feedback mechanisms are embedded and accepted across and within Divisions; more effective approaches to skills enhancement, including through recruitment, new starter induction and targeted training are identified and implemented. • The change management expert will have a particular focus on harnessing the enthusiasm, motivation and flexibility of new recruits, cadets and younger staff in embedding cultural change.
Required outputs The short term technical assistance Expert will produce the following outputs: • An inception report, within 5 working days upon arrival in PNG, with comments on ToR and an outline work plan for the completion of the assignment indicating proposed consultations and final report outline. It will be presented to the DoF, the NAO and the EU in the inception meeting and it is subject to the approval by the EU within 5 working days. • An end of mission draft final report of maximum 15 pages on achievements and recommended next steps, i.e. a detailed Action Plan and a timeline. • Within 20 calendar days of ending the mission in PNG a final report incorporating the comments received from the concerned parties in the draft report. The final report will be subject to the EU approval.
