Profile: Expert 1. Category I - Small and Medium Sized Enterprises Expert – Team Leader: Category of expert I Duration 28.00 working days Requirements Expert 1. Category I - Small and Medium Sized Enterprises Expert – Team Leader: Qualifications and skills: Education at least Masters Degree (or, in its absence, equivalent 15 years professional experience in same domains) in economics, agriculture/agronomy, agro-economy, rural development, development studies, or business administration. General professional experience: At least 12 years' experience in the sector(s) related to the Lot 10; Specific professional experience: • At least 4 prior experiences in the evaluation or formulation of donor-assisted private sector development projects; • experience in Business Environment reform, including agriculture and natural resources related sectors. • experience in Small and Medium enterprises (SME) support, including advisory services, export promotion, production quality, and market competitiveness; • experience in working in emerging economies and challenging investment environments, preferably in the region; • experience with the principles and working methods of project cycle management and EC aid delivery methods will be an advantage; • experience in IFC tools and approaches will be an advantage; • experience and knowledge of gender issues in the context of SME development will be an advantage. Soft skills: the expert needs to have excellent facilitation and communication skills. This can be attested by prior experiences of workshop and/or conference facilitations (provision of references will be an added advantage) Language skills: the Expert must be fluent in English. Profile: Expert 2. Category II - Agriculture value chains expert: Category of expert II Duration 25.00 working days Requirements Expert 2. Category II - Agriculture value chains expert: Qualifications and skills: Education at least Masters Degree (or, in its absence, equivalent 10 years professional experience in same domains) in economics, agriculture/agronomy, agro-economy, rural development, development studies, or business administration. General professional experience: At least 6 years' experience in the sector(s) related to the Lot 10; Specific professional experience: • At least 1 prior experience in the evaluation or formulation of donor-assisted private sector development projects; • experience in development of agriculture and/or fisheries value chains, including production, processing, product quality and standards; • experience in working in emerging economies, preferably in the region; • knowledge of Project Cycle Management and Logical Framework approach, will be an added advantage; • experience in the development of sustainable value chains will be an added advantage; • experience and knowledge of gender issues in the context of value chains will be an advantage. Language skills: the Expert must be fluent in English. Profile: Expert 3.Category II – Financial service expert: Category of expert II Duration 25.00 working days Requirements Expert 3.Category II – Financial service expert: Qualifications and skills: Education at least Masters Degree (or, in its absence, equivalent 10 years professional experience in same domains) in economics, finance, development studies, or business administration. General professional experience: At least 6 years' experience in the sector(s) related to the Lot 10; Specific professional experience: • At least 1 prior experience in the evaluation or formulation of donor-assisted private sector development projects; • experience in commercial banking and inclusive financial services to Small, medium and micro-enterprises; • experience in working in emerging economies, preferably in the region; • knowledge of Project Cycle Management and Logical Framework approach, will be an added advantage; • experience and knowledge of gender issues in the context of value chains will be an advantage. Language skills: the Expert must be fluent in English. EC rules applicable to any EC assignment • Working days are from Monday to Friday, if not indicated otherwise in the ToR • Per diem covers all expenses of the expert (local transport, hotel, meals, telecom, etc.) and it is only paid if the expert stay overnight. • International travel: the EC only reimburse economy class flight tickets
